About this Job

The Division of Administration/Louisiana Tax Commission has a vacancy.

To serve Louisiana taxpayers fairly and with integrity by administering property tax laws. Reviews and analyzes the work of field appraisers.

Performs mass appraisal reports for ratio studies and detailed appraisals for appeals. Assist in evaluating the accuracy and uniformity or official tax assessments. Prepares appraisal reports of a routine nature to arrive at market value estimates. Reviews official assessments with respect to research findings; prepares reports reflecting technical findings and makes necessary recommendations.

The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

  • Overseeing the state's capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications

Three years of experience in accounting, financial or tax auditing, financial analysis, property appraisal, or administrative services in a financial setting; OR

Six years of full-time experience in any field; OR

A bachelor's degree.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

  • Evaluates the accuracy and uniformity of tax assessments by performing annual ratio studies which involve determining fair market value of real property through the appraisal process. Included in performing ratio studies are researching official records of sales and leases to assist in determining fair market value or real property as well performs physical inspections of subject properties and comparable properties to determine size, condition and the proper classification

  • Conducts complex appraisals of large statewide industrial facilities that are being added to parish tax roll books upon completion of their 10-yearly Industrial Tax Exemption and provides data to parish assessors.

  • Reviews assessments with respect to research findings; prepares reports reflecting technical findings and make necessary recommendations.

  • Reviews reports submitted by taxpayers and/or representatives for accuracy, completeness and application of appropriate procedures to determine fair market value.

  • Testifies in hearings to defend appraisals in response to appeals.

  • Confers with higher level personnel and parish assessors to answer questions, provide technical assistance, provide recommendations and resolve problems concerning any property value dispute.

  • Provides supervision and technical assistance to lower-level Specialists.

Position-Specific Details:

Appointment Type: This vacancy will be filled by a new hire or by promotion of a current permanent status classified employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.

Career Progression: This vacancy participates in a career progression group and may be filled from this recruitment as a Tax Commission Specialist 1 or 2, depending on the level of experience of the selected applicant.

Special Requirement: This position is responsible for serving the Southwest/Central Louisiana area. Preference may be given to applicants who reside in the following parishes: Acadia, Allen, Avoyelles, Beauregard, Calcasieu, Cameron, Catahoula, Concordia, Evangeline, Franklin, Grant, Iberia, Jefferson Davis, Lafayette, Natchitoches, Rapides, St. Landry, St. Martin, St. Mary, Vermilion and Vernon.
