Key Responsibilities:


Accountability 1 - SHE Plan Ownership & Development:

Develop, implement, and maintain turnaround-specific SHE Plans.

Details:

· Take full ownership of event-specific SHE Plans

· Ensure plans are comprehensive, practical, and aligned with site standards

· Integrate hazard identification, risk controls, and compliance requirements

· Continuously improve plans based on lessons learned

Accountability 2 - Team Leadership & Safety Direction:

Provide leadership and direction on field health and safety to all turnaround personnel.

Details:

· Guide teams on resolving field safety issues

· Lead turnaround safety teams, including contractor safety staff

· Conduct safety meetings, stand-downs, and tailgate sessions

· Promote a strong safety culture and proactive engagement

Accountability 3 - Cross-Functional Collaboration:

Partner with internal stakeholders to ensure safe and efficient turnaround execution.

Details:

· Actively participate in turnaround teams

· Collaborate with Turnaround Superintendent, Operations, Engineering, and Safety/IH

· Support planning and execution of safe work strategies

· Balance cost-effective solutions with safety as the top priority

Accountability 4 - Contractor Safety Management:

Ensure contractors meet or exceed facility SHE expectations.

Details:

· Review and approve contractor safety plans

· Lead development of contractor safety orientation programs

· Coordinate contractor safety representatives during execution

· Monitor contractor compliance with OSHA and site standards

---

Accountability 5 - Training & Competency Development:

Develop and deliver SHE training programs to ensure workforce readiness.

Details:

· Create SHE training plans aligned with turnaround risks

· Prepare and deliver training materials and sessions

· Ensure contractor and employee understanding of safety requirements

· Reinforce hazard recognition and safe work practices

Accountability 6 - Hazard Management & Regulatory Compliance: Identify, assess, and control risks while ensuring regulatory compliance.

Details:

· Implement Job Safety Analysis (JSA) using Hazard Recognition Plus

· Develop site-specific Emergency Response Plans

· Conduct regulatory reviews of safety programs and procedures

· Ensure proper PPE selection and usage across all phases

Accountability 7 - Field Execution & Work Control Oversight: Ensure safe execution of all work activities through strong field presence and controls.

Details:

· Provide field support, technical expertise, and SHE oversight

· Support life-critical permitting (e.g., confined space, hot work, excavation)

· Ensure safety standards are applied to equipment, procedures, and execution

· Identify and allocate necessary safety resources

Accountability 8:

Auditing, Performance Monitoring & Continuous Improvement Measure, audit, and improve safety performance throughout the turnaround lifecycle.

Details:

· Organize and lead safety audits and inspections

· Monitor field activities for compliance with SHE plans

· Track and report leading and lagging safety metrics

· Conduct trend analysis and drive corrective actions

· Support incident and near-miss investigations to improve performance


Reporting Structure

· Direct report to the Turnaround Superintendent

Required Experience

· High School Diploma or GED equivalent

· 5-10 years of experience in the chemical, refining, industrial manufacturing, or heavy construction industries

· Demonstrated commitment to safety excellence

· Working knowledge of OSHA regulations

· Ability to obtain a Transportation Worker Identification Credential (TWIC)

Desired Experience

· Bachelor Degree (BS/BA)

· 2+ years in an occupational safety, health, or emergency response leadership role

· Prior experience in turnaround safety leadership

Desired Certifications

· Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or equivalent

· Experience auditing occupational safety and health systems

· Six Sigma Green Belt or Black Belt certification (or willingness to obtain within 12 months)

Required Skills

· Strong leadership and team-building capabilities across all organizational levels

· In-depth knowledge of occupational safety and health regulations and standards

· Experience with incident investigation tools (e.g., Cause Mapping, 5-Why, FMEA)

· Strong communication, coaching, facilitation, and organizational skills

· Proven ability to influence change and drive safety improvements

· Ability to work across functions including operations, maintenance, and contractors

· Self-motivated, organized, and capable of managing multiple priorities

· Proficiency in Microsoft Office tools

· Authorization to work in the U.S. without sponsorship

· Ability to wear required PPE, including respiratory protection

· Knowledge of maintenance practices and mechanical aptitude

· Familiarity with life-critical permitting process
