SALARY / WAGES: $50,000-$55,000 based on Experience and Education
Partners For Quality Inc. is a private, non-profit social services organization based in Robinson Township with a satellite office in the East Hills area. We are the administrative parent company to 5 subsidiaries and are responsible for the Fiscal, Payroll, HR, IT and support services to each. Our subsidiaries include Allegheny Childrens Initiative, Citizen Care, Exceptional Adventures, Milestone Centers and the PFQ Foundation. Through these subsidiaries, we provide community based supports and services to adults and children with intellectual disabilities and behavioral health challenges in Allegheny County.
Responsibilities:The Recruitment program within Human Resource is fast paced and handles a high-volume of open position requisitions. The Talent Acquisition Specialist will be responsible for a designated amount of open position requisitions with additional responsibilities. Duties include, but are not limited to:
- Collaborate with hiring managers on a regular basis to proactively identify hiring needs
- Sources talent by using electronic job boards, career fairs, social media and other sourcing avenues to develop a pool of qualified candidates to fill vacancies
- Manages the open positions and candidate flows of assigned requisitions
- Screen candidates resumes and job applications
- Conduct phone screens to keep shortlists of qualified candidates
- Conduct interviews for a wide range of candidates; assess candidates relevant knowledge, skills, soft skills and experience
- Act as a point of contact and build candidate relationships during the selection process
- Extend offers for employment; coordinate all post offers and pre-employment requirements
- Participation in orientation process of new employees, follow through until orientation process is completed
- Participation in recruitment events, including but not limited to job fairs, career days, information sessions and community events
- Assist with tracking hiring metrics including time-to-hire, time-to-fill and source of hire
- Active involvement with rewards, recognition, and retention activities
- Other related duties as may be required
SALARY / WAGES
$50,000-$55,000

Qualifications:- Bachelors’ Degree in Human Resources Management or a Human Services related field, preferred and one (1) year of recruiting experience or relevant experience in the field OR High School Diploma (or GED) and three (3) years recruiting experience or relevant experience in the field
- Experience working within the non-profit or Human Services sector preferred
- Must have proficient computer skills
- Experience working within Applicant Tracking (ATS) and Human Resources Information Systems (HRIS) preferred
- Must have good customer service, interpersonal skills and organization skills
- Ability to work in a team environment and participate as an active team member
- Valid Driver’s License and use of vehicle
- Act 33, Act 34, and FBI clearances
- Excellent references, both personal and professional

Partners For Quality provides administrative management to five subsidiary organizations that support local individuals with intellectual & developmental disabilities and behavioral health challenges. PFQ’s management services include Fiscal (including payroll), HR, IT and Communications – thus allowing subsidiaries to focus on their day-to-day priorities. Allegheny Children’s Initiative provides mental and behavioral health community-based services to children, adolescents and families throughout Allegheny County. Based in Pittsburgh’s South Side, we provide Intensive Behavioral Health Services, Service Coordination, Student Assistance, Parent-Child Interaction Therapy, and Family Based Mental Health programs. ACI has earned certification from the Council On Accreditation.
Citizen Care Inc. provides residential, day program, habilitation, supported employment opportunities and behavioral support services to adults with intellectual and developmental disabilities. We are a non-profit organization, accredited by the Council on Quality & Leadership. Citizen Care has locations throughout the West Hills and South Hills of Allegheny County.
Exceptional Adventures has more than 40 years of experience providing vacation opportunities, social events and monthly dances for individuals with intellectual and developmental disabilities. Our recreational and travel programs are designed to support guests in a wide variety of activities. Organized trips include motor coach, flight, train and cruise packages which are offered year-round.
Milestone Centers supports individuals with behavioral health challenges and intellectual & developmental disabilities in communities throughout Western Pennsylvania. Our Agency oversees 20 residential settings, two outpatient offices, three adult training facilities, a prevocational enterprise program, a consumer drop-in center, habilitation services, and two Health Care Quality Units in Butler and Warren, which train professionals in 18 counties. Milestone Centers has earned certification from the Sanctuary Institute for providing trauma-informed care.
The Partners For Quality Foundation conducts fundraising for all organizational services and supports. Partners For Quality Inc. receives operating funds through various sources, private gifts, grants and special events helping the agency go “above and beyond” basic needs. The Foundation’s goal is to build and strengthen PFQ’s support resources to supplement government dollars.
