Redwood Street, Baltimore, MD 21202Grade20OverviewThe Systems Change Project Manager supports the planning and implementation of strategic initiatives that expand opportunities and improve outcomes for youth in residential services. The role collaborates with facility leadership, the Juvenile Services Education Program (JSEP), community organizations, and agency stakeholders to develop and implement creative strategies that align with agency goals. Key responsibilities include grant management, sub‑grantee coordination, data collection and reporting, and advancing arts‑integrated, project‑based enrichment opportunities to enhance youth engagement and skill development. The manager also identifies and addresses systems‑level barriers, strengthens cross‑functional collaboration, and cultivates partnerships that expand access to educational and community‑based opportunities.ResponsibilitiesParticipate in initiative planning and develop work plans, implementation timelines, benchmarks, and evaluation measures.Support grant management activities, including routine reporting, data collection, administrative coordination, and implementation oversight.Assist with sub‑grantee management and monitoring activities.Identify and pursue grant opportunities to expand programming capacity and youth opportunities.Assist with grant writing, budget development, and implementation planning.Collaborate with facility leadership, staff, and agency partners to ensure strategies reflect diverse perspectives, ideas, and available resources.Partner with JSEP leadership, teachers, and internal stakeholders to design and support arts‑integrated and project‑based learning initiatives.Collaboratively identify and address systems‑level barriers that impede progress toward strategic goals.Establish systems and procedures that strengthen collaboration, communication, and program effectiveness.Utilize participatory approaches to ensure youth, families, and staff help inform strategy development and implementation.Promote access to a wide range of enrichment, arts‑integrated, and skill‑building opportunities that support long‑term youth success.Explore, develop, and sustain creative partnerships that expand youth access to diverse opportunities.Build relationships with local and regional organizations, institutions, and community partners to support a robust program landscape.Ensure volunteers and partners feel informed, supported, and connected to agency goals.Represent the agency in collaborative forums and stakeholder meetings.Share planning tools, resources, and documents to maximize collaboration and communication across roles and functions.Perform other duties as assigned in support of residential services goals and priorities.Minimum QualificationsGraduation from an accredited high school or possession of a high school equivalency certificate.Six years of administrative staff or professional work.Substitutions:30 credit hours from an accredited college or university may replace each year of experience, up to four years.A bachelor's degree may replace experience, with two years of experience required.A master's degree may replace five years of required experience.U.S. Armed Forces military service experience as a commissioned officer may replace required experience under the stated conditions.Preferred QualificationsExperience with grant management, grant writing, budget development, data collection and reporting, funding opportunity identification, and grant‑funded project coordination.Experience supporting youth‑focused program planning, implementation, and evaluation, including the use of goals, timelines, and outcome measures.Experience building and maintaining collaborative relationships with schools, community organizations, public agencies, and other stakeholders to support program delivery.Experience supporting organizational planning, strategy development, and continuous improvement initiatives within complex environments.Experience connecting K‑12 curriculum standards with enrichment opportunities, including arts, music, creative expression, and project‑based learning.BenefitsState of Maryland benefits are provided to employees.EEO StatementAs an equal opportunity employer, Maryland is committed to recruiting, retaining, and promoting employees who reflect the State's diversity.
