About the Role
The State of Wisconsin is seeking a Systems Architect III to assist with the design and development of current internal business systems, working with the CHEMS Lead. The selected candidate will work on integrating internal business systems across multiple functional areas, notably finance/accounting, financial transaction processing, and supply chain transaction processing.
The Systems Architect III will work with general supervision, and priorities will be coordinated and approved by the CHEMS Lead. The ideal candidate will have experience in software design and development, with a focus on the integration of internal business systems.
Responsibilities
- Assist with the design and development of current internal business systems
- Work with the CHEMS Lead to integrate internal business systems across multiple functional areas
- Transition counties from their current software packages to the CHEMS system
- Design IT infrastructure components and architecture
- Develop custom modules/solutions and integrate them with packaged solutions
Required Qualifications and Skills
Core Skills:
- Delphi programming
- SQL
- Oracle RDBMS
- Windows-based application development
Primary Skills:
- Delphi programming experience using RAD Studio 2007+ and/or 2011
- SQL/PL SQL experience
- SQL Developer
- GitHub
Secondary Skills:
- Experience with Financials applications
- Third-party data access software packages
- Oracle development experience building triggers and/or packages
- Implementation of security software package
Preferred Qualifications
- Experience with Financials applications
- Third-party data access software packages such as ASTA or RemObjects’ Data Abstract
- Oracle development experience building triggers and/or packages
- Implementation of security software package (e.g., OKTA or other) that integrated with Delphi application

Work Environment and Culture
The Systems Architect III will work 100% remote from within the state of Wisconsin. The selected hire is expected to attend the annual CHEMS conference held in WI each fall.
