1. Position Overview
The Texas Workforce Commission (TWC) is seeking an experienced Systems Analyst Level 2 to support the IT Enterprise Project Office and Emerging Technologies team. The selected candidate will play a critical role in the implementation, optimization, and ongoing support of Oracle Fusion Recruiting Cloud.
This position requires a highly collaborative professional who can bridge the gap between business stakeholders and technical teams to deliver scalable and sustainable cloud-based recruiting solutions.

2. Key Responsibilities
Perform advanced systems analysis across multiple concurrent projects
Support Oracle Fusion Recruiting Cloud implementation, including configuration, optimization, and stabilization
Act as a liaison between business stakeholders and technical teams
Analyze system configurations and recommend best-fit, standardized solutions
Identify process gaps and collaborate with developers on system design and configuration
Assist in integration design between Oracle HCM and external systems
Facilitate stakeholder meetings to translate business requirements into technical solutions
Support system testing, validation, and defect resolution processes
Monitor system performance and support ongoing operations
Participate in SDLC processes and ensure adherence to best practices
Provide reporting and analytics using Oracle tools
Perform additional duties as required to support TWC operations
4. Required Qualifications (Minimum Requirements)
Experience (7 years):
Systems analysis or programmer analyst experience with Oracle Fusion Cloud HCM
Strong understanding of:
Oracle Fusion configuration vs. customization
Functional setups and workflows
Role-based security models
Hands-on experience with:
Oracle HCM Cloud (Recruiting module preferred)
System configuration, design, implementation, and production support
Integration experience with:
PeopleSoft HCM
Mainframe ATS systems
Experience with Oracle integration tools:
Oracle Integration Cloud (OIC)
Oracle Data Integrator (ODI)
Oracle Managed File Transfer (MFT)
Vendor management and coordination in software projects
Strong stakeholder communication and requirements facilitation skills
Experience with reporting tools:
OTBI (Oracle Transactional Business Intelligence)
BI Publisher
Knowledge of Oracle updates, patches, and release cycles
Experience in:
User Acceptance Testing (UAT)
Defect triage
Data validation
Strong understanding of Software Development Life Cycle (SDLC)

5. Preferred Qualifications
Experience with Oracle Taleo and Taleo Connect Client (TCC)
Oracle Fusion HCM / Recruiting certification
Experience with Python scripting
Familiarity with CAPPS (Centralized Accounting and Payroll/Personnel System for Texas)
Exposure to Oracle AI Agents and AI-driven automation solutions

6. Additional Requirements
Must pass background check as per Texas state regulations
All deliverables are considered "work made for hire” and property of TWC
Must comply with TWC policies and ITSAC contract terms
Travel and related expenses are not reimbursable
Overtime must be pre-approved
