Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer systems: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be summarized, and formats for reports. Writes detailed descriptions of user needs, program functions, and steps required to develop or modify a computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if the requested program or program change is possible within the existing system. Assists in the development of project documentation based on HHSS/DIR requirements. Assists in the development of online application help. Conducts requirements gathering with non-technical Subject Matter Experts to understand business process needs and program requirements to create Use Cases, flow charts, acceptance criteria, and other documentation needed for system enhancements. Analyzes new and existing business processes to determine how modifications and changes will impact the system. Will serve as a technical expert responsible for working with non-technical and technical stakeholders to ensure clear and effective communication is maintained throughout the Software Development Life Cycle (30%). Ensures that design complies with HHSS standards (5%). Performs necessary testing of assigned programs, including the generation of test data, writing test scripts/execution sequences, examining test results, debugging detected errors, etc. Uses current software development methods/techniques and established development standards (which include testing standards) to ensure the quality and maintainability of applications (25%). Provide status reports on enhancement activities and resolution of issues impacting the system. Notify immediate manager and technical lead of critical issues impacting the system’s ability to deliver services as designed. Attends regular status meetings to update team members, such as developers, business analysts, database administrators, and project managers, on the progress of assigned work. Regularly updates assignments through the use of a ticketing system, allowing for the sharing of information with project team members. Provides information to non-technical and technical staff via email, telephone, and formal presentations covering such topics as system functionality, data collection processes, and other technical issues as needed. Audiences for these communications would be both internal business groups and external entities to the agency, including governmental organizations, as well as contract service providers (25%). Facilitate information sharing to ensure knowledge transfer and the elimination of single points of failure for an information system. This will be done through one-on-one discussions, group sessions to review system documentation, and preparation of documentation illustrating system architecture, workflows, and dependencies for project deliverables. Update immediate supervisor, other management team members, and system stakeholders as needed regarding recommended implementation strategies and solutions (15%). All work products resulting from the project shall be considered “works made for hire” and are the property of the HHSC.
