DESCRIPTION OF SERVICESTexas Health and Human Services Commission requires the services of 1 Systems Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission. The ideal candidate will have strong expertise in AWS infrastructure and networking (VPCs, subnets, security groups, VPNs, Direct Connect), cloud-native services (EC2, RDS, S3, IAM, Lambda), and Infrastructure as Code using Terraform or CloudFormation.

I. DESCRIPTION OF SERVICESTexas Health and Human Services Commission requires the services of 1 Systems Analyst 3, hereafter referred to as Candidate(s), who meets the general qualifications of Systems Analyst 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be;summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

Seeking a Cloud Data Migration Engineer with hands-on experience migrating Oracle workloads to AWS using AWS DMS, supporting full-load, CDC, and real-time streaming data migration architectures. The ideal candidate will have strong expertise in AWS infrastructure and networking (VPCs, subnets, security groups, VPNs, Direct Connect), cloud-native services (EC2, RDS, S3, IAM, Lambda), and Infrastructure as Code using Terraform or CloudFormation. Experience with ETL/ELT processes, migration planning, cutover and rollback strategies, automation using Python/Bash/PowerShell, and monitoring through CloudWatch and CloudTrail is required. Strong communication skills and experience modernizing legacy on-premises systems in hybrid cloud environments are highly desirable.II. CANDIDATE SKILLS AND QUALIFICATIONSMinimum Requirements:

Years Required/Preferred Experience
8 Required Experience in IT, supporting the design, development, deployment, or delivery of technology solutions.
8 Required Experience using AWS Database Migration Service (DMS) to migrate data from Oracle to AWS.
8 Required Experience with batch and real-time data ingestion, including full loads, Change Data Capture (CDC), and streaming architectures.
8 Required Experience with AWS cloud services, specifically designing and implementing infrastructure and networking (VPC, subnets, security groups, routing).
8 Required Experience with core AWS services (EC2, RDS, S3, IAM, Lambda) and infrastructure-as-code tools (CloudFormation or Terraform).
8 Required Experience with ETL/ELT processes and data integration methodologies in cloud migration projects.
8 Required Experience with scripting and automation using Python, Bash, or PowerShell.
8 Required Experience configuring and managing cloud network security, including VPNs, Direct Connect, and security groups.
8 Required Experience with monitoring and logging tools (e.G., AWS CloudWatch, CloudTrail).
8 Required Experience developing data migration and cutover plans, including rollback strategies and minimizing downtime.
8 Required Excellent communication skills, both verbal and written, including documenting technical designs and migration runbooks.
8 Required Experience with hybrid cloud/on-premises connectivity and legacy system modernization.
4 Preferred AWS certification(s) such as AWS Certified Solutions Architect or AWS Certified Database Specialty.
1 Preferred Experience working in public sector or state government environments.
