Summary:
Seeking a senior Business Analyst with extensive PeopleSoft FSCM 9.2 General Ledger and Commitment Accounting expertise to support financial system upgrades and new module implementations within a state government environment. The role focuses on requirements gathering, business process analysis, documentation, testing, stakeholder engagement, training, and reconciliation activities. Candidates must possess strong state government accounting knowledge, experience with concurrent system upgrades, and the ability to manage complex financial system initiatives.

Key Responsibilities:

• Analyze business objectives, processes, and system requirements.
• Facilitate meetings and workshops with business stakeholders and subject matter experts.
• Document business requirements, functional specifications, workflows, and process improvements.
• Evaluate system capabilities and recommend solutions based on business needs.
• Support PeopleSoft FSCM 9.2 General Ledger and Commitment Accounting implementations and upgrades.
• Perform dual-system reconciliation and support state government accounting processes.
• Develop test plans, test scenarios, test scripts, and execute end-to-end testing.
• Support multiple testing cycles including defect tracking and resolution.
• Create user training materials and assist with user adoption activities.
• Present project updates, findings, and recommendations to stakeholders.
• Collaborate with project teams using Agile and traditional project methodologies.
• Support project deliverables, documentation, and communications throughout the project lifecycle.

Required Qualifications:

• 8+ years of PeopleSoft FSCM implementation or upgrade experience as a General Ledger and Commitment Accounting Business Analyst.
• 8+ years of state government accounting experience.
• 8+ years of business analysis experience creating project documentation and deliverables.
• 8+ years of end-to-end system testing experience.
• 8+ years of experience presenting to business stakeholders and leadership.
• 8+ years of experience with Microsoft Office 365 applications, including Word, Excel, PowerPoint, and Visio.
• Strong verbal and written communication skills.
• Experience performing cost-benefit analysis, requirements gathering, process analysis, and solution evaluation.

Preferred Qualifications:

• 4+ years of experience with Texas state agency PeopleSoft FSCM (CAPPS Financials).
• 4+ years of experience working within Scrum and Jira environments.
• 2+ years of SharePoint Lists experience.
• 2+ years of Microsoft Teams collaboration tools experience.
• 1+ year of Phire experience.
