Reporting to the ITS Infrastructure Manager, the ITS System Administrator II oversees the administration, implementation, maintenance, and ongoing improvement of JCPRD’s technology infrastructure. This includes servers, networks, cloud services, storage systems, disaster recovery, access management, and surveillance technologies. The position works closely with external vendors to ensure reliable, secure, and scalable technology services that support the organization’s operational needs and long-term goals.

Essential Duties:

Organizational Leadership

• Lead the development of a high-performing organization by demonstrating the County's Pillars of Performance.
• Foster leadership and employee empowerment at all levels of the organization.

Administrative Accountability

• Develop, promote, and achieve departmental, divisional, and program goals and objectives.
• Ensure accountability for assigned responsibilities and organizational initiatives.

Budget & Resource Management

• Effectively manage and utilize assigned resources to support departmental, divisional, and agency operations.
• Exercise sound judgment to maximize efficiency, minimize waste, and prevent operational issues.
• Ensure proper use, maintenance, and lifecycle management of equipment, technology, supplies, and materials.
• Manage assigned budget funds to achieve year-end financial expectations.

Training & Professional Development

• Complete assigned training, professional development, and special projects.
• Maintain current knowledge of IT technologies, certifications, and industry best practices.
• Develop and deliver technical and end-user training on supported systems and applications.

Enterprise Infrastructure Administration

• Implement, administer, and maintain enterprise infrastructure, including:
  
  • VMware virtual infrastructure (vSphere/ESXi, vCenter, virtual machines, and host management)
  • Physical Dell servers and EMC enterprise storage systems
  • Veeam, replication, and disaster recovery solutions
  • Fiber optic network infrastructure, including connectivity, testing, and maintenance
  • Enterprise networking infrastructure, including Cisco switches, routing, VLANs, and network management
  • Cisco wireless infrastructure, including access points and wireless controllers
  • RADWIN point-to-point and point-to-multipoint wireless radio systems
  • Wired, wireless, cellular, and microwave communication systems
  • Genetec Security Center, including video surveillance, door access control, and system administration
  • Enterprise video surveillance cameras and recording infrastructure
  • Door access control systems and associated hardware
  • License Plate Recognition (LPR) systems
  • Other enterprise technologies
• Ensure the availability, reliability, performance, and security of mission-critical infrastructure.

Infrastructure Projects

• Lead the technical implementation of enterprise infrastructure projects.
• Plan and execute system deployments, upgrades, migrations, lifecycle replacements, and modernization initiatives.
• Install, configure, maintain, and decommission enterprise hardware, software, virtualization platforms, storage systems, and supporting technologies.
• Minimize operational disruption during infrastructure changes.

Backup & Disaster Recovery

• Administer Veeam enterprise backup, replication, and disaster recovery solutions.
• Perform backup validation and routine disaster recovery testing.
• Execute system restoration activities to support business continuity.
• Continuously improve infrastructure resilience and recovery capabilities.

Security & Compliance

• Implement and maintain infrastructure security controls.
• Perform system hardening, security patching, and vulnerability remediation.
• Administer privileged access management and secure configuration standards.
• Ensure compliance with organizational policies and cybersecurity best practices.

Technical Support & Incident Response

• Serve as the senior technical resource for complex infrastructure issues.
• Troubleshoot advanced hardware, software, virtualization, storage, networking, and enterprise technology problems.
• Monitor infrastructure health and performance.
• Coordinate with vendors and internal stakeholders to resolve technical issues.
• Participate in on-call support and incident response activities.

Documentation & Process Improvement

• Develop and maintain technical documentation, including, but not limited to:
  • System configurations
  • Network diagrams
  • Equipment inventories
  • Disaster recovery plans
  • Technical standards
• Identify and implement opportunities to improve automation, operational efficiency, system reliability, and infrastructure performance.

Technical Guidance

• Provide technical guidance System Administrator I staff and other technical personnel.
• Share technical expertise and support complex implementations.
• Develop operational documentation and training materials that promote consistency and operational excellence.

Technology Planning & Innovation

• Research, evaluate, and recommend emerging technologies and infrastructure best practices.
• Provide technical expertise for infrastructure planning, capacity management, and project initiatives.
• Conduct infrastructure assessments and make recommendations to the ITS Infrastructure Manager.
• Support strategic planning to improve reliability, scalability, security, and operational efficiency.

On-Call Responsibilities

• Participate in an on-call rotation.
• Respond outside normal business hours to critical infrastructure incidents, emergencies, and system outages.
• Coordinate with internal staff and vendors to restore services and minimize business disruption.

Other Duties

• Adapt and perform other duties, responsibilities, and special projects assigned by management to support departmental, divisional, and organizational objectives.

Minimum Job Requirements:

• Associate’s degree in information technology, Computer Science, or a related field.
• Four (4) years of experience administering, implementing, maintaining, and troubleshooting enterprise IT infrastructure.
  • Experience with VMware virtualization, enterprise servers, and storage systems.
  • Experience with enterprise backup, replication, and disaster recovery solutions.
  • Experience with Cisco networking and wireless infrastructure.
  • Experience implementing and maintaining infrastructure security.
  • Experience supporting enterprise technology projects, including system deployments, upgrades, migrations, and lifecycle management.
• Cisco Certified Network Associate (CCNA)
• Valid Kansas or Missouri driver's license.

Preferred Job Requirements:

• Associate’s degree in information technology, Computer Science, or a related field.
• Four (4) years of experience administering, implementing, maintaining, and troubleshooting enterprise IT infrastructure.
  • Experience with VMware virtualization, enterprise servers, and storage systems.
  • Experience with enterprise backup, replication, and disaster recovery solutions.
  • Experience with Cisco networking and wireless infrastructure.
  • Experience implementing and maintaining infrastructure security.
  • Experience supporting enterprise technology projects, including system deployments, upgrades, migrations, and lifecycle management.
• Cisco Certified Network Associate (CCNA), VMware Certified Professional (VCP), RADWIN Certified Professional or equivalent wireless networking certification, and Genetec Security Center certifications, including video surveillance and access control administration.
• Valid Kansas or Missouri driver's license.

Education/Experience Substitutions:

• Relevant professional experience may be substituted for the educational requirement; however, required industry certifications must be obtained and may not be substituted by education or experience.

Physical, Environmental, and Special Working Conditions:

• All employees may be called upon to assist other departments in an emergency.
• The position will be required to lift or carry weights in the range of up to 50 pounds.
• The position serves in an on-call capacity as a core function of the position and provides after-hours support, including participation in on-call rotations when covering for staff absences to ensure continuous operations.
• The position is essential for weather and may be required to report to work during periods of inclement weather.
• Travel is required approximately 45% of the time to support business units; travel is primarily local during the business day with occasional travel to participate in conferences.
