Duties Help Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Mentors, motivates, and develops subordinate personnel to assist those individuals to learn additional skills and understanding of both mandatory guidance as well as the interpersonal skills needed for successful performance in a complex and matrixed organizational environment. Works closely with PCOs, Program Managers, Functional Leads, Business Financial Managers (BFMs), and other JPO stakeholders to review, analyze, and assess requirements against contractor options and make recommendations on strategy. Supports the Director and Deputy Director of DESA in prioritizing awards and modifications within the assigned portfolio by preparing weekly and monthly status updates for DESA and JPO senior leaders and by advising on best options for the resolution of contract-specific issues. Monitors and reviews the status of tasks assigned to subordinates to ensure timely completion or earliest identification of risks, difficulties, or challenges for completion of tasks. Monitors, reviews, and corrects the quality of all assigned work products produced by the Branch.

Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions.

SPECIALIZED EXPERIENCE Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03 equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in analyzing options for the satisfaction of the operational requirements across a wide variety of subjects including but not limited to: contracts, requirements, space and equipment requirements, funding requirements, not directly related to personnel or the weapons system itself, security considerations, and policy determinations which facilitate the efficient and effective operation of the organization.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs) Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities, and/or competencies in the following areas:

  1. Knowledge of the policies, practices, regulations, and laws concerning the services acquisition management process and initiatives.
  2. Knowledge of safety and security regulations, practices, and procedures.
  3. Knowledge of the mission roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern interface with and/or influence the systems acquisition process.
  4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production support of systems, subsystems, or equipment and to coordinate various aspects of services acquisition including requirements development, contracting, financial management, contractor surveillance, and performance standards.
  5. Ability to supervise, mentor, motivate, appraise, and work with supervisory and non-supervisory employees.
  6. Ability to communicate both orally and in writing clearly, concisely, and with technical accuracy.
