As a Supervisory IT Specialist, your duties will include:

  • Systems Analysis & Software Applications: Manages a complex digital product line from user-centric design through deployment using Low-code, Software-as-a-Service (SaaS), and cloud environments.
  • Advanced Technology Integration: Guides teams through business process reengineering to integrate AI, automation, and data-driven decision-making tools into organizational workflows.
  • Information Security: Integrates cybersecurity resilience, vulnerability reduction, and incident response measures into continuous integration/continuous deployment (CI/CD) pipelines.
  • Program & Personnel Management: Exercises final technical and administrative authority over a highly technical workforce; coordinating contractor schedules; and making major recommendations on long-range IT goals, continuity of operations, and resource allocations.

The ideal candidate will possess senior-level leadership skills to direct digital services of an organization or product line. This includes: leading digital transformation efforts directing the shift from traditional, project-based IT infrastructure to a product-centric digital services model utilizing Agile methodologies and DevSecOps practices; Overseeing the full lifecycle of complex digital products utilizing advanced technology stacks, including cloud-hosted solutions, Software-as-a-Service (SaaS), Low-code platforms, and the integration of Artificial Intelligence (AI) or automation; Ensuring information security, threat/vulnerability reduction, and compliance with federal IT mandates (e.g., Clinger-Cohen Act, Federal Information Security Modernization Act); and, Managing a multidisciplinary workforce (equivalent to the GS-13 level or higher), including setting performance standards, managing sprint/delivery cycles, and making selections/personnel decisions.

Qualifications

To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience managing enterprise digital product portfolios from user-centric design through production promotion across Low-code, SaaS, and multi-cloud environments to modernize legacy systems.
  • Experience institutionalizing DevSecOps frameworks by seamlessly embedding cyber resilience, proactive vulnerability reduction, and automated incident response into continuous integration/continuous deployment (CI/CD) pipelines.
  • Experience spearheading organizational business process reengineering to integrate artificial intelligence (AI), intelligent automation, and advanced data analytics into mission-critical workflows and governance structures.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Technology Management: Keeps up-to-date on technological developments. Makes effective use of technology to achieve results. Ensures access to and security of technology systems.
  • IT Program Management: Managing IT programs or projects, including defining requirements, managing resources, coordinating schedules, and ensuring the delivery of IT products or services that meet organizational goals.
  • Information Assurance /Cybersecurity: Knowledge of methods, policies, and procedures for protecting information systems and data from unauthorized access, alteration, or destruction, and ensuring compliance with federal information security mandates.
  • Influencing/Negotiating: Persuades others; builds consensus through tracking and sharing information; gains cooperation from others to obtain information and accomplish goals; negotiates to find mutually acceptable solutions.

This position is in the Department of Transportation (DOT), Office of the Secretary (OST), Office of the Chief Digital and Information Officer within a Digital Factory serving OST.
