As SUPERVISORY HUMAN RESOURCES SPECIALIST (Title 5) with the Texas National Guard, your duties will include, but will not be limited to:

The incumbent serves as the States technical advisor / Subject-Matter-Expert (SME) performing the full scope of duties and responsibilities (as the SME) for one of the seven HR Specialties: (HR Development, Employee Benefits, HR Information Systems, Military (Active Guard and Reserve (AGR) Manager), Performance Management and Employee/Labor Relations, Position Classification and Position Management, and Recruitment, Placement, and Compensation.). The Incumbent is the first-level supervisor for three of the remaining six SME duties and responsibilities (stand-alone SME PD or Generalist PD). Including the assigned SME HR Specialty, the Incumbent supervises the full SME duties, work, and performance of at least four out of the seven HR Specialties

  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Discharges security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates. Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination. Periodically reviews position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explains classification determinations to subordinate employees.
  • The incumbent provides advisory services to all levels of management of situations regarding Human Resources services. Oversees, develops, and interprets the development and administration of program activities, policies, instructions, and goals are in compliance with legislation, publications, regulations, and guidance from Office of Personnel Management (OPM), Department of Defense (DoD), National Guard Bureau (NGB), Department of the Army (DA) and Air Force (DAF), and other governing agencies. The incumbent is responsible for the human resources management of employees, dispersed throughout the state, engaged in a variety of jobs under the Federal Wage and General Schedule pay systems, as well as military and state pay schedules. In the absence of the HR Officer, the incumbent of this position may have the overall responsibility for the human resources management major duties and responsibilities.

Specialized Experience:

At least one year of specialized experience at the GS-12 level with the skills, knowledge, abilities and behaviors to qualify for a position identified by its position grade and career level. Experience that encompasses human resources programs business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. The ability to communicate with managers and leadership regarding HR subject matter. Skilled in making clear and convincing oral presentations to individuals or groups, listening effectively and clarifying information as needed; facilitates an open exchange of ideas and fosters an atmosphere of open communications. Skilled in conducting research and determining appropriate application of laws, regulations, policy, or other directives and interpretative instructions for use in assigned HR action and in making decisions and recommendations. Skills in analyzing complex operational and business problems involving issues for serviced functions. Skill in advising managers and supervisors of HR program flexibilities and recommending alternatives. Skill in writing clear, concise, explanations of policy, regulations, decision documents and etc. for various audiences. Working knowledge of HR computer applications and ability to integrate new, existing, and proposed applications into the operating environment. Ability to retrieve and provide HR reports to the serviced population.

The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.

Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world. The institutional Army supports the operational Army. Institutional organizations provide the infrastructure necessary to raise, train, equip, deploy, and ensure the readiness of all Army forces. The training base provides military skills and professional education to every Soldier—as well as members of sister services and allied forces. It also allows the Army to expand rapidly in time of war. The industrial base provides world-class equipment and logistics for the Army. Army installations provide the power-projection platforms required to deploy land forces promptly to support combatant commanders. Once those forces are deployed, the institutional Army provides the logistics needed to support them.

Without the institutional Army, the operational Army cannot function. Without the operational Army, the institutional Army has no purpose.

The Army mission is vital to the Nation because we are the service capable of defeating enemy ground forces and indefinitely seizing and controlling those things an adversary prizes most – its land, its resources and its population.
