The Office of the Chief Human Capital Officer (OCHCO) serves as the primary authority for human capital management at the U.S. Department of Housing and Urban Development (HUD). OCHCO leads department-wide human capital strategy and operations to support a mission-ready workforce through the delivery of integrated services across the full employee lifecycle. As a Supervisory HR Specialist (Director Workforce Planning & Position Management), you will:

  • Leads the development and execution of comprehensive workforce planning strategies that align with agency mission, goals, and long-term priorities. Recommends significant new human capital policies and planning initiatives based on the results of his or her assessments and functional experience
  • Makes sure that workforce analyses and plans incorporate advanced analytical techniques, correctly identify the workforce issues and priorities most in need of Departmental attention, are relevant to Departmental missions, and incorporate metrics and other measures by which success can be evaluated
  • Establishes policies, internal controls, and accountability mechanisms to prevent grade escalation and ensure sound position management practices. Exercises delegated classification authority to resolve complex and precedent-setting classification issues and provide authoritative interpretations of classification standards
  • Oversees the development and use of workforce analytics, dashboards, and reporting tools, leveraging HR data systems to provide actionable insights for executive decision-making. Establishes metrics to evaluate workforce effectiveness, position utilization, and organizational performance. Oversees data governance, quality assurance, and analytical methodologies related to human capital data within the area of responsibility
