Help

This position is located in the Environmental Management Branch of the State Army National Guard (ARNG) Headquarters. Serves as the State ARNG Environmental Program Manager with responsibility for supervising and managing the state environmental program in conformance with Federal, state, and local rules and regulations. Serves as the focal point and technical expert to the Adjutant General; and provides advisory services to all units within the state regarding National Environmental Policy Act (NEPA), Installation Restoration Program (IRP), Air Quality, Water Quality, Hazardous Waste Management and various other environmental programs.

  • Assigns, directs and reviews the work of state and/or technician personnel. Determines proper work methods and procedures, sets performance standards, and makes formal appraisal of assigned personnel work performance. Prepares formal requests for filling vacancies and selects or participates in the selection of personnel from lists of eligible applicants. Approves and disapproves leave. Formulates and conducts training programs for assigned personnel and conducts informal training to broaden employee skills. Prepares formal requests and recommendations for promotion, incentive awards, reassignments, and disciplinary actions.
  • Responsible for the State ARNG Environmental Program and supported tenants, which involves the implementation and monitoring of various programs such as outlined in ARNG regulations, directives and policy guidance.
  • Interprets and directs the implementation of policies and directives for the state environmental program. Directs the review of plans, specification designs, etc., prepared for the purpose of ensuring conformity with environmental standards. Directs the initiation, development, and execution of environmental activities; as well as, develops regulatory environmental guidance for the state. Directs the development and management of detailed operating plans and state regulations. Provides related environmental compliance guidance for the operation and maintenance of ARNG facilities and utility systems such as solid and hazardous waste disposal, fuel storage and dispensing, etc. Develops regulations, directives; and management plans using agency directives as broad policy required to establish a state environmental program that complies with Federal, state, and local regulations.
  • Serves as the ARNG point of contact and spokesperson with Federal, state, and local regulators. Coordinates ARNG level facility environmental plans, programs, and projects. Serves as the primary contact with regulatory agencies regarding environmental matters; with civilian authorities for installation project developments that have an impact on surrounding communities directed by NEPA; with Federal, state, and local agencies for notification of air and water quality construction, toxic and hazardous waste permits and other environmental projects; and for coordinating initial and ongoing IRP efforts.
  • Directs the performance of surveys, inspections, and evaluation of activities to identify and initiate corrective action for deficiencies. Reviews and directs the initiation of corrective actions; the coordination with NGB on all Notices Of Violation, Compliance Orders, Notices Of Non-compliance; and other related environmental violations.
  • Responsible for implementing, administering, and maintaining records of the hazardous waste management training program for State ARNG personnel. Program responsibilities include proper management; oversight of the hazardous waste management program; development of a working Hazardous Waste Management Plan; and directing a program for inspecting and maintaining all hazardous waste accumulation areas at ARNG facilities.
  • Manages the environmental permit program which includes: air, waste water discharge, pretreatment discharge, drinking water, and hazardous waste storage, disposal, or transportation.
  • Directs the review of all environmentally related actions on work requests, real property actions, and proposed changes for environmental impact. Directs the review of designs and projects for environmental compliance; correction of environmental deficiencies.
  • Directs the development of the ARNG Environmental Program State Operating Budget to ensure that valid cultural and natural resources program requirements are properly identified, justified, and considered in program work plans. Manages assigned program funds. Assists with program funds distribution and obligation.
  • Notifies Federal, state, and local agencies on matters dealing with legally binding reporting requirements.
  • Establishes procedures for ARNG under developments/interagency (state & local agencies) for coordination of land, facilities, environmental plans, and disagreements. Refers technical disputes, which cannot be resolved by ARNG headquarters, state, regulatory agency and/or regional EPA office to NGB, Headquarters.
  • Performs other duties as assigned.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

Qualifications

Military Grades: Officer (O-4 and below)

GENERAL EXPERIENCE: 1 year specialized experience to at least the next lower grade that provided experience, education or training demonstrating the knowledge of the principles, practices, and concepts of an environmental program sufficient to serve as the expert technical advisor on the various environmental programs. Experience demonstrating knowledge of environmental issues, problems and solutions regarding federal, state, rural and community environmental regulations. Experience in program planning or administration concerned with environmental protection or other activities related to environmental problems. Experience in an advisory or research capacity involving the creation of solutions to problems concerning environmental protection or other related activities. Experience using on-site investigation techniques, analysis of results and development of conclusions to insure conformance to environmental regulations. Must possess two years prior experience in a state National Guard Construction and Facilities Management Office/Installations and Environment (G9) or at ARNG G9 or experience in occupational health or environmental health fields.

SPECIALIZED EXPERIENCE: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.

Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world. The institutional Army supports the operational Army. Institutional organizations provide the infrastructure necessary to raise, train, equip, deploy, and ensure the readiness of all Army forces. The training base provides military skills and professional education to every Soldier—as well as members of sister services and allied forces.
