This position reports to the Manager of the ADO and serves as the frontline supervisor for the ADO technical staff, as well as the principal adviser to the ADO Manager. The Assistant Manager is responsible for overseeing and supervising technical operations within the ADO, which includes 119 Federally funded airports throughout California, including 15 part 139 certified airports.
Supervises the work of a highly technically diverse workforce composed of civil engineers, environmental specialists, financial specialists and community planners. The selectee will be responsible for providing guidance and oversight of all these technical areas ensuring coordination and collaboration between the areas, as needed.
The selectee is responsible for oversight and supervision of ADO staff administering the Airport Improvement Program (AIP) and the Passenger Facility Charge (PFC) program ensuring, at a high level, the appropriate coordination (both internal and external) takes place. The AIP approaches $90 million dollars annually, and the Passenger Facility Charge Program entails more than $750 million dollars in annual collections. Both programs involve airport planning (airport master planning, state and/or metropolitan system planning) and implementation of the National Environmental Policy Act. The AIP requires annual updates to the office of Airports Capital Improvement Plan (ACIP) and includes primary and non-primary airports. The Federal Aviation Regulations (FAR) Parts 77, 139,150, 157, and 158 apply as they pertain to the development of airports.
Collaborates with the other lines of business in the FAA, as appropriate, in addressing cross-organizational issues that arise. Selectee will be representing FAA and Airports in these instances.
The selectee will interface with others to achieve organizational objectives and exercise delegated authority in advising federal, state, and local officials on laws, regulations, and innovative solutions regarding airport development and operations.
Implements, monitors, and evaluates ADO program goals. Makes recommendations to the ADO manager regarding the initiation, strengthening, or elimination of programs or major projects to meet established goals and regional and agency objectives.
Cooperates with officials on matters pertaining to problems and complaints of discrimination.
Coordinates all program activities with the ADO Manager, and promotes timely and responsive customer service.
Ensures airport development projects provide the protection and enhancement of the environment and sponsor compliance with terms of agreements entered as a condition of receiving federal assistance.
Oversee the conveyance of surplus public property to communities for airport purposes.
Provides advisory service to the public on airport safety, planning, design, construction, environmental, and maintenance matters.
Assures the uniform application of FAA airport planning, programming, design, construction and land acquisition standards and policy in federally assisted airport development projects.
Leads the office in conjunction with the ADO manager, ensuring development of staff, handling personnel challenges, and any other management responsibilities that arise.
Makes recommendations to the ADO manager regarding changes in office organizational structure for more efficient and effective work accomplishment. Makes recommendations and implements suggestions regarding programs to reduce resource usage and operating costs without adversely effecting overall operations.
Exercises the full range of supervisory responsibilities to include oversight of ADO technical operations, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of staff, coaching and developing staff, approving leave, participates in employee selections and promotions, awards, and separations, and taking corrective/disciplinary actions as appropriate.

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience includes: Experience in leadership and providing direction to others and/or establishing common goals; experience promoting airport safety and teamwork; experience in collaborative analysis of technical information for projects crossing multiple technical and operational disciplines or organizational lines of business; experience applying technical guidance in airport layout and design.
