Job Profile Summary


The Supervisor of Quality Control Analyst and Fuel Advocacy leads organizational efforts to protect and advance product quality, regulatory compliance, and strategic fuel initiatives across internal teams and external industry bodies. This role interprets emerging issues, recommends best‑practice solutions, and ensures that quality control processes, procedures, and technologies consistently meet operational, regulatory, and industry standards. The supervisor manages the Quality Control Analyst, providing technical guidance, oversight, and direction to support accurate data analysis and continuous improvement.


The position serves as a key liaison between Quality Control, Analytical Services, Government Affairs, Legal, Fuels Compliance, and Commercial groups, ensuring alignment of policies, programs, and fuel strategies. It oversees product quality oversight programs, evaluates global quality control data, and identifies opportunities to enhance quality margins through technology, process optimization, and cross‑functional collaboration.


This role represents the company in coalitions, trade associations, and voluntary consensus bodies that influence refined fuel specifications and policy. It requires deep knowledge of ASTM standards, 40 CFR Part 1090 regulations, and renewable fuel requirements, supporting internal and external audits and contributing to compliance documentation for OMS and site‑specific procedures.


The Supervisor of Quality Control Analyst and Fuel Advocacy manages renewable fuel initiatives, additive approvals, and fungible system specifications. They collaborate on quality control information systems, validate posted fuel specifications, and enhance data sharing with shippers. As a stakeholder during inspections and audits, the supervisor ensures the company’s interests and perspectives are accurately represented across industry organizations.


Essential Functions and Responsibilities


Overview


· Advances the organization’s positions with internal and external parties, including interpreting issues and recommending solutions/best practices.


· Implements processes, procedures, and methods to ensure compliance and evaluate, protect and capture quality margins.


· Adapts departmental plans and priorities to address quality or operational challenges.


· Supervises Quality Control Analyst, ensuring they adhere to and complete the required tasks of the job, and provides technical guidance to employees.


Supervisor - Fuel Advocacy Core Functions


· Works with QC Team to review and approve ONEOK Management System (OMS) and site-specific QC processes and procedures.


· Works closely with Analytical Services to manage, oversee and execute product quality oversight programs at the Company labs.


· Responsible for monitoring, communicating, and participating as stakeholder in coalitions, trade associations, and voluntary concusses bodies that influence liquid fuel specifications and policy.


· Reviews quality control data from a global perspective to evaluate quality control processes and procedures and leverage existing technologies.


· Works with the Quality Control Analyst to ensure data accuracy, identify resolutions to quality obstacles and issues, and identify opportunities to contribute value to the organization based on the product quality margin.


· Works closely with Government Affairs, Legal, and Fuels Compliance groups to assure policies and programs are aligned.


Quality Control Incident Management & Remediation


· Assists QC with mitigation plans, data, post action prevention actions as necessary.


Commercial Projects


· Evaluates Quality Control Analyst data and reports to seeks opportunities through existing technologies.


Refined Product Quality Regulations and Compliance


· Be well versed and understand the American Society of Testing and Materials (ASTM) standards, the 40CFR Part 1090 regulations, and the renewable fuels standard (RFS)


· Supports Fuels Compliance, Commercial Groups, and Field Operations in external and internal fuel related audits and evaluates opportunities for improvement.


· Supports the QC Manager with the Operational Management System (OMS) and site-specific procedures (SSP's) to provide compliance and oversight documentation for company’s fuel strategies and production pathways


· Collaborates with Analytical Services to ensure that quality control processes and procedures used in the laboratory align with voluntary consensus body practices such as American Society for Testing Materials (ASTM).


· Manages Renewable Fuel initiatives and directives and approves additive use.


· Manages approves additive use within the fungible system.


Quality Control Information Systems


· Collaborates with Commercial Technology group and others to find and resolve global and forward-thinking quality control applications.


· Responsible for the management and validation of posted fuel specifications to ensure alignment with posted schedules, stat, federal, and logistical operations.


· Develops and Manages the Fungible Specifications, Terms of Product Acceptance, and Approved Additives


· Works with shippers to enhance information sharing in Prospector.


Relationship Management


· Quality Control Stakeholder for other business units during external or customer inspections and audits.


· Serves as company representative for ONEOK's interest, objectives, opinion, comments and direction throughout the year.


Education


+ Bachelor's Degree Related Field


Work Experience


+ 5+ years of relevant experience required
