Job Description and Duties

This position is part of a dedicated team working to fight climate change and improve air quality in California. The Industrial Strategies Division (ISD) at the California Air Resources Board (CARB) is seeking a dynamic and results-driven Supervisor I (SUP I) to lead the Administrative Oversight Section (AOS) and serve as a key member of the Division's management team.

The Administrative Oversight Section provides division-wide administrative support to ISD and its seven branches, including personnel transactions, contracts and procurements, facilities coordination, safety and emergency management, and general office services. The Division's programs address fuels, energy, waste, natural systems, and other climate and air quality efforts, with fiscal responsibilities that include:

  • The multi-billion-dollar Cap-and-Trade and Low Carbon Fuel programs
  • Tens of millions in annual collections under the AB 32 Cost of Implementation Fee
  • Several million in annual contracts
  • Funding to support over 200 staff

Under the direction of the Assistant Division Chiefs, the SUP I plans, organizes, and directs the activities of AOS to ensure timely and effective delivery of administrative services. Specific duties include:

  • Managing and mentoring staff who provide administrative and clerical support across the division
  • Overseeing personnel transactions, contract development and monitoring, and tracking of invoices to ensure compliance with procurement and payment deadlines
  • Establishing division-wide administrative policies, procedures, and tracking systems
  • Ensuring sufficient office supplies and resources to support day-to-day operations
  • Coordinating with branch chiefs and managers on division-wide assignments for reports to the Legislature, Governor's Office, CalEPA, the Chair's Office, and the Executive Office
  • Recruiting, hiring, training, and evaluating staff performance, recommending training, and conducting personnel actions when necessary
  • Overseeing coverage during scheduled and unscheduled absences and adjusting workloads to meet changing priorities

This position requires strong leadership, strategic thinking, and the ability to work collaboratively with a wide range of internal and external stakeholders.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Board's (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense, as indicated on their duty statement.

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
