General Job Information

The incumbent of this position serves as the Supervisory Human Resources Specialist (Labor and Employee Relations) for Department of Behavioral Health (DBH)/Office of the Chief of Staff. The incumbent serves as the senior LER consultant for the department responsible for planning, directing, and implementing the effective delivery of LER program activities. Determines program goals, objectives and priorities, resources need, and allocation of resources in conjunction with the Director, Office of Human Resources. Serves as chief spokesperson and represents DBH and the Director of Human Resources on negotiations, mediations, arbitrations, grievance, and controversial issues. Serves as liaison Department spokesperson in meetings, conferences, and bargaining sessions with labor/employee organizations, DBH administrations, and other organizations. Develops and determines negotiation strategies on contracts, grievances, and all settlement agreements. Testifies in court, arbitration, and fact-finding proceedings regarding Department's position and actions. Provide leadership and supervision to assigned LER staff.

Tour of Duty: 8:15 a.m. - 4:45 p.m., Monday - Friday

Duration of Appointment: MANAGEMENT SUPERVISORY SERVICE (AT WILL).

"AT WILL EMPLOYMENT APPLIES TO THE MANAGEMENT SUPERVISORY SERVICE (MSS). ALL POSITIONS AND APPOINTMENTS IN THE MSS SERVE "AT THE PLEASURE OF THE APPOINTING AUTHORITY" AND MAY BE TERMINATED AT ANY TIME WITHOUT CAUSE."

QUALIFICATION REQUIREMENT:

Candidates must possess one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is experience which is directly related to the position being filled and which has equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position.

Background in Law highly preferred.

WORK EXPERIENCE

Experience of providing expert labor and employee relations advisory services.

RESIDENCY REQUIREMENT

A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position in the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position may be awarded a 10-point residency preference over non-District applicants unless the person declines the preference points. Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
