Hiring Range is $61,579 to $74,594 annually based on qualifications, education and experience as it relates to the position.

Position Summary:

Under direction of the Customer Service Manager, this position oversees customer service, facility operations, and custodial maintenance of the assigned recreation center. Supervises and directs the daily activities of front desk staff and provides oversight to the assigned Facility Maintenance Lead and their custodial/janitorial staff. Responsible for identifying, planning, prioritizing, scheduling, coordinating, assigning and evaluating projects and personnel associated with all aspects of recreation center operations which may include a gymnasium, running track, multi-purpose room, racquetball court, kitchen, fitness and cardiovascular space and equipment, general public area, and related facilities. Performs duties in a manner consistent with the stated values of the organization.

Essential Duties:

  • Supervises the daily work activities of full-time and part-time personnel. Recruits, interviews, and hires new staff. Provides constructive and timely performance evaluations. Works with employees to correct deficiencies. Handles discipline and termination of employees in accordance with organizational policy.
  • Determines staffing needs, oversees the scheduling, assignments, and daily workflow of assigned staff, and provides backup support as needed. Reviews and approves employee bi-weekly timesheets. Works directly with Payroll to resolve any pay issues.
  • Develops competent and productive staff by planning, organizing, and implementing a consistent employee training program with a strong emphasis on safety, quality customer service, and establishing customer loyalty. Trains on Point of Sale procedures.
  • Ensures staff maintain proper certifications and receive appropriate training in CPR, First Aid, and AED use. Ensures proper safety and risk management procedures at the facility. Leads/coordinates various emergency response trainings/drills for recreation center staff.
  • Administers and adheres to District policies. Assists in preparing, enforcing, maintaining, and modifying policies and procedures that comply with applicable rules and regulations. Conducts periodic staff meetings to provide and gather information; answers questions and responds to complaints and concerns, both internally and externally.
  • Assists Manager with developing division goals and objectives.
  • Prepares and monitors budget, manages revenues and expenditures and prepares financial reports. Prepares purchase orders, RFPs, and invoice requests. Negotiates concession contracts. Purchases, maintains and inventories program and facility supplies including custodial supplies, tools, and cleaning equipment. Conducts adequate research to ensure quality and reasonable pricing of all purchases. Prepares short and long-range revenue/expenditure projections, checks revenue streams, identifies grant opportunities, etc. Develops and implements strategies to increase usage of assigned areas. Calculates program fees to meet cost-recovery goals. Formulates comprehensive business plans by researching and analyzing market information.
  • Plans, directs, and oversees multiple capital projects independently or in conjunction with other District staff to ensure successful and timely completion.
  • Prepares and solicits bids from outside vendors for facility maintenance materials, machinery, equipment and furnishings. Awards bids and purchases needed materials.
  • Oversees collection of all monies and ensures that the monies are handled according to District policies. Audits cash reports daily.
  • Prepares and maintains a complete facility schedule of programs and rentals. Determines room priority through a team approach with all Recreation staff.
  • Ensures the general security of the facility including the control and issuance of keys.
  • Coordinates daily, weekly, and monthly building maintenance schedules and custodial functions in order to maintain the highest standard of cleanliness. Works with the Mechanical Maintenance team to create and coordinate a system to monitor all mechanical systems to include HVAC, electrical, and plumbing.
  • Ensures all facility related licenses, certifications, inspections, and general records are current and on file in compliance with all applicable laws and regulations.
  • Responsible for establishing, developing, and maintaining quality standards for operations.
  • Maintains a culture of providing excellent customer service and ensures consistency with other recreation centers. Works to resolve any escalated customer concerns and/or complaints.
  • Works closely with staff members ensuring that activities and demands for daily customers and specials interest groups are being met. Continuously evaluates activities and facilities determine community needs and identify opportunities for improvement. Makes recommendations for improvement and implements changes.
  • Coordinates with the Communications Department to develop, implement, and track results of all marketing strategies to notify the public of District events. Promotes a positive image to the public. Participates in community planning and organizational meetings.
  • Works with a high degree of public interaction and communication. Develops and maintains professional relationships with District employees, vendors, citizens, and various outside user groups to coordinate their programs and special events.
  • Responds tactfully, respectfully and in a timely manner to inquiries, complaints, and problems in person, through email, phone and mail by providing helpful information and explanations in-line with District policies and procedures. Thoughtfully handles confrontational or stressful interactions.
  • Maintains records and prepares periodic reports including facility usage reports, program registrations, personnel reports, and others as needed. Completes all daily maintenance, incident/accident reports, and inventory logs according to District procedures in a timely manner.
  • Observes necessary precautions to assure the safety of users and keep District liability risks at a minimum. Completes regular facilities/grounds inspections, including safety audits. Identifies items to be addressed and ensures they are completed in a timely manner.
  • Ensures proper safety and risk management procedures at assigned facility. Recognizes and responds appropriately to facility related maintenance and other emergencies and dangerous situations such as evacuations, medical emergencies, suspicious behavior, etc. by reacting quickly and calmly. Administers first aid as needed. Response may be required outside of normal office hours.
  • Attends, leads, and/or participates in staff meetings, trainings, orientations, and project meetings. Serves on a variety of District committees. Promotes teamwork and customer service District-wide.
  • May be required to fill in for absent employees, covering some or all duties to ensure operations continue smoothly.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the assigned area(s).
  • Attends work on a regular, reliable and punctual basis.
  • May be required to work weekends, evenings, and holidays; may be required to work shifts deviating from this position’s normal work days; and may be assigned to work with other work groups.

Education and/or Experience:

  • Bachelors degree in Recreation Administration, Facility Management, or a related field.
  • Two (2) years’ related experience in facilities management/operations including one (1) year of supervisory experience. Experience managing a large public recreation facility preferred.
  • Any combination of experience, training and education that demonstrates the required knowledge, skills and abilities to perform the essential functions of the position may be considered.

Licenses, Certifications, and Other Requirements:

  • CPR, First Aid and AED certificates, or the ability to obtain upon hire.
  • Mandatory Reporting certification, or the ability to obtain within 30 days.
  • Must possess a valid Colorado Driver License or the ability to obtain upon hire and maintain an acceptable driving record.
  • Certified Pool Operator or Aquatic Facility Operator certification preferred.

Necessary Knowledge, Skills and Abilities:

  • Knowledge of all aspects of facility management including operations and maintenance. Understands the general philosophy of recreation and its application.
  • Knowledge of issues and policies affecting people with disabilities and older adults.
  • Knowledge of current public health code relating to public facilities.
  • Ability to research, gather, organize and analyze information.
  • Ability to effectively manage and prioritize situations and goals to maximize available resources.
  • Ability to prioritize and organize workload of self and supervised staff.
  • Problem solving skills to analyze complex problems and implement appropriate corrective actions.
  • Working knowledge of Microsoft Office applications, including Word, Excel, and Outlook.
  • Must be highly motivated and take direction well.
  • Ability to work independently and with a team in a fast-paced and high-volume environment with emphasis on accuracy and timeliness.
  • Excellent interpersonal skills with the ability to provide outstanding customer service, establish and maintain effective working relationships, and interact with others in a professional manner.

Material and Equipment Used:

  • This position may be required to drive a personal and/or District motor vehicle to various District and off-site facilities.

Working Environment:

  • This position primarily works in a busy Recreation Center and office environment subject to continuous interruptions and background noise.
  • Occasionally works outside subject to variable weather, ecosystems and landscape.

Physical Requirements:

  • Extended periods spent standing, sitting, and walking.
  • Occasional physical work lifting up to 50 pounds.
  • Required to use hands and fingers to handle or feel objects, tools or controls; reach with hands and arms;
  • May occasionally climb, squat, stoop, kneel, crouch or crawl.
  • Frequent hand/eye coordination to operate personal computer and office equipment.
  • Vision for reading, recording and interpreting information. Vision acuity to see close-up and at a distance with the ability to adjust focus allowing a broad field of vision.
  • Speech communication and hearing to maintain clear and effective communication. Must understand and be understood.
