The San Bernardino County Human Resources Department is seeking experienced human resources professionals to assist in the administration of the Human Resources Employee Relations Division, provide strategic oversight of all division activities, and supervise teams of subordinate Human Resources Business Partners and related staff.

Duties and responsibilities include, but are not limited to:

  • Assist the division chief with managing and administering all functions and activities of the Employee Relations Division; assists with strategic planning and providing direction regarding division practices and procedures.

  • Supervise, hire, train, discipline and evaluate the work of subordinate professional and support staff involved in the delivery of personnel services to County departments regarding human resources compliance, performance management, policy interpretation, training, leave administration, and classification and recruitment matters; implement changes in workflow and procedures, and develop standards for effectiveness.

  • Provide direction to subordinate staff regarding the administration of disciplinary actions, appropriate levels of discipline, and strategy and procedures for hearings; oversee the preparation of disciplinary notices; handle the most complex and sensitive cases, including cases that subordinate staff cannot handle due to conflicts; represent management in disciplinary hearings.

  • Review grievances and ensure they are resolved timely and consistent with labor contract provisions; provide counsel and training to department management regarding the administration of the Personnel Rules and related policies and procedures, regulations, effective supervisory techniques, trends, and related areas of human resources.

  • Conduct research and analysis on a variety of organizational issues and provide appropriate recommendations to departments.

  • Assist the division chief with administering the division budget and making recommendations for budget adjustments as needed; assist with policy development and conducting legislative analysis; conduct research and analysis on a variety of organizational issues and provide recommendations; represent the division before committees, hearing officers, and other decision-making or public interest groups; conduct special studies/projects as requested by the division chief, assistant director or director.

  • May serve as the chief negotiator for issues that require a meet and confer; supervise and mentor human resources business partners on the bargaining process and meet and confer issues; represent Human Resources before the Civil Service Commission.

CONDITIONS OF EMPLOYMENT

Travel: Travel throughout the County is required. Employees will be required to make provisions for transportation and may be required to use personal vehicles (mileage reimbursement is available). At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced for the individual providing the transportation.

Background: Candidates selected for this position must pass a background investigation and medical examination including drug screening.

Minimum Requirements

Education: A Bachelors Degree in human resources management, industrial relations, organizational psychology, public or business administration, or another job relevant field.

Experience: Thirty (30) months of recent public sector or 36 months of recent private sector advanced professional level human resources experience performing employee and/or labor relations activities in a large organization with multiple employee representation units; primary experience must include advising and counseling management on employee and labor relations issues, MOU administration, and handling disciplinary actions in a unionized environment.

  • Recent experience = at least one (1) year within the last five (5) years

All qualifying experience must be obtained within a public sector (i.e., government) agency or a large private sector employer with a large, union represented workforce (500+ regular employees).

Desired Qualifications

The ideal candidate will be a well-rounded human resources professional with primary experience as a business partner advising on employee/labor relations issues and with additional experience in two or more of the following: recruitment and selection, classification and compensation, benefits administration, equal employment opportunity, modified duty, and/or learning and organizational development. Lead or supervisory experience and experience handling grievances and participating in collective bargaining negotiations are highly desired.
