Job Title: Superintendent of Physical Plant - Perkinston Campus

Job Description ---------------

GENERAL STATEMENT OF FUNCTION

The Superintendent of the Physical Plant is responsible for the efficient coordination and oversight of all Physical Plant operations, including mechanical systems, custodial services, grounds maintenance, and shipping/receiving. This position ensures full compliance with applicable state and federal regulations as well as institutional policies and procedures. A central duty of the role is the development, implementation, and continuous reinforcement of high safety standards across all campus facilities and operations.

The Superintendent is accountable for maintaining the continuous, reliable, and safe operation of campus facilities and infrastructure. Because the Physical Plant supports campus functions around the clock, this role requires full readiness to respond to operational needs at any time. During emergencies, whether weather-related, mechanical, environmental, or safety-driven, the Superintendent provides immediate leadership, coordinates response teams, and directs critical decision-making to protect people, property, and essential services.

The position requires strong judgment, rapid problem-solving, and the ability to mobilize resources quickly to restore normal operations while maintaining clear and timely communication with campus leadership and stakeholders.

Job Duties ------------

Provide direct supervision to the Assistant Superintendent, Custodial Supervisor, Grounds Supervisor, Shipping and Receiving Clerk, and Maintenance Secretary.

Responsible for participating in and maintaining an on-call schedule to ensure continuous operational support for the Physical Plant.

Recommend employment, retention, and/or transfer of assigned personnel and conduct annual performance evaluations for direct reports.

Ensure all supervisors within the department conduct yearly evaluations of direct reports.

Utilize any and all assigned personnel to complete priority tasks as appropriate.

Supervise the assignment of activities and work orders for assigned personnel in conjunction with the Assistant Superintendent and Supervisors.

Inspect jobs in process and follow up on the completion of assignments to ensure high standards of workmanship are maintained.

Work with staff in resolving electrical, HVAC, plumbing, carpentry, and grounds problems when needed and where expertise is required.

Supervise the Central Receiving function to ensure timely delivery of packages and prompt completion of receiving reports.

Determine department budgetary requirements.

Prepare annual budget recommendations.

Maintain accurate records on expenditures, ensuring budgetary control.

Purchase materials, supplies, and equipment needed for daily maintenance, repairs, renovations, and construction, ensuring the lowest and best prices are obtained and made in accordance with state law.

Obtain quotes and prepare bid specifications as applicable.

Maintain inventories of equipment, materials, and supplies.

Conduct a yearly inventory of maintenance, grounds, and custodial equipment.

Ensure that electrical and HVAC equipment are maintained in safe, operable condition and arrange repair and/or replacement as needed.

Maintain the preventative maintenance schedule and coordinate the completion of corrective and preventative maintenance in accordance with college operating procedures.

Ensure the efficient operation and maintenance of the energy/environmental control system.

Maintain maintenance logs on physical plant equipment and all other maintenance-related equipment on campus.

Maintain all maintenance vehicles.

Manage and coordinate in-house renovation and maintenance projects.

Inspect projects for quality and completion.

Work with the College Architect and external contractors on capital construction and renovation projects.

Supervise hazardous materials control and removal for the campus.

Coordinate and conduct ADA health and safety compliance audits and make corrections as needed to comply with federal guidelines.

Conduct monthly health and safety inspections and correct any deficiencies.

Arrange and coordinate fire safety inspections, elevator inspections, and any other needed inspections and correct any deficiencies as needed.

Complete a minimum of 15 hours per year of employee development training.

In conjunction with the Assistant Superintendent, ensure all employees within the department complete a minimum of 15 hours per year of employee development training.

Maintain departmental personnel records pertaining to sick leave, personal leave, and compensatory time in accordance with college policy.

Maintain accurate records and files on service contracts, warranties, etc.

Periodically review and evaluate department goals.

Responsible for maintaining a working knowledge of the campus footprint, including all building interiors and exteriors, underground utilities, etc.

Conduct regularly scheduled department meetings to provide opportunities for staff input and to ensure quality services are provided to the campus.

Develop current and long-range plans to ensure the efficient maintenance, landscaping, and upkeep of campus grounds and facilities.

Other duties as assigned by the Dean of Business Services.

Mandatory Qualifications -------------------------

M1: Associate Degree or diploma in a maintenance-related field and five years of commercial or institutional maintenance experience, or high school diploma and eight years of commercial or institutional maintenance experience.

M2: Maintenance experience in one or more of the following areas: carpentry, plumbing, electrical, HVAC, and refrigeration.

M3: Five years of maintenance supervisory experience.

M4: Excellent communication skills, written and verbal.

M5: Proficient with computer operations, internet, and email.

Desirable Qualifications -------------------------

D1: Bachelors Degree in a maintenance-related field with coursework in management and supervision.

D2: Licensed in refrigeration, boiler operations, electrical, and/or plumbing/piping or general contracting.

D3: Experience in implementing a mechanical preventative maintenance program.

D4: Experience using electronic software for maintenance orders.

D5: Experience with Water/Natural Gas Operations.
