General Description

ONE VACANCY TO BE FILLED ON A PROMOTIONAL BASIS

Under limited direction, performs supervisory and technical work in planning and supervising the Street Lights and Traffic Divisions of the Public Works Department. Work involves supervising and scheduling personnel and jobs; pricing jobs and materials; ordering supplies and materials; and ensuring equipment are in operable condition and scheduling repairs if necessary; prepares minor estimates, telephone bids, and specifications for the City of Kenner Public Works Department. Reports to the Superintendent II.

Duties of Responsibilities

Essential Job Functions

Supervises division employees which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases.

Prepares and schedules daily work assignments for crews; determines number of personnel, equipment, and materials needed.

Supervises and directs all personnel in performance of job duties by personally inspecting and directing supervisory inspection of scheduled job sites assuring compliance with all instructions, policies, and procedures.

Handles the responsibility for all personnel related matters for employees under supervision including review of attendance, policy and procedures violations, etc.; takes or recommends proper disciplinary action as necessary.

Maintains knowledge of and complies with City and Public Works' policies and procedures; adheres to all safety rules and regulations.

Maintains knowledge of basic electrical street light functions, maintenance, and repair; street sign fabrication and installation; electrical maintenance and repair of lighting systems; and vehicle and equipment repair and maintenance.

Operates and directs the operation of various electrical and hand tools and equipment, electrical repair and maintenance tools, vehicle repair equipment, etc. and other equipment needed in the performance of assignments.

Operates and directs the operation of various vehicles and heavy equipment including pickup truck, passenger van, bucket truck, and boom truck, and other equipment needed in the performance of assignments.

Reviews, prepares, and/or completes work orders, reports, records, and various forms of activities, etc. to insure proper procedures are followed and objectives met.

Requisitions tools, equipment, and supplies following City and departments purchasing and inventory procedures; monitors expenditures in accordance with budget allocations.

Handles the responsibility for accountability of all materials, equipment, tools, and machinery under control; maintains accurate inventory listing.

Prepares specifications and estimates for division related projects.

Conducts interviews of new employee and promotional applicants; completes interview forms; makes recommendations to supervisor.

Deals independently with work problems and procedures.

Operates a two-way radio under FCC guidelines.

Receives and/or reviews various records and reports such as work orders, purchase order requests, work order reports, bid contracts, material contracts, leave requests, and employee evaluations.

Prepares and/or processes various records and reports such as schedule, work orders, monthly reports, and bid contracts.

Refers to maps, policy and procedure manuals, codes / laws / regulations, publications and reference texts, etc.

Operates a variety of equipment and machinery such as generator, air compressor, cutter, telephone, printer, copy machine, scanner, etc.

Uses a variety of tools such as hammer, screwdriver, drills, saws, wrenches, etc.; a variety of supplies such as paper, screws, nails, tape, general office supplies, etc.; and a variety of computer software such as Microsoft Word, Microsoft Excel, Microsoft Outlook, Internet Explorer, Photo Software, etc.

Interacts and communicates with various groups and individuals such as Superintendent II, Assistant Director, coworkers / subordinates, contractors, sales representatives, and the public.

Additional Job FunctionsEssential Duty status position, will be required to report to work during emergency situations, including, but not limited to, city-wide declared emergencies.

Performs minor maintenance on city vehicles such as washing vehicles, etc.

Responds to after hour calls for emergency situations.

Performs other related duties as required.

Minimum Qualifications

Current, permanent Civil Service status with the City of Kenner and substantial experience in the field electrical maintenance and repair, traffic systems, or related government infrastructure maintenance, preferably with two years of experience at the supervisory level; or any equivalent combination of training and experience that provides the required skills, knowledge and abilities. Must possess a valid Louisiana Class D chauffeur driver's license.

NON-COMPETITIVE - All candidates determined to meet or exceed the minimum qualification requirement will be certified to the department with the current vacancies for possible interview.

HEALTH INSURANCE: Comprehensive medical benefits options are provided through Blue Cross Blue Shield of Louisiana. Coverage is effective the first of the following month, following full-time employment. Dependent coverage is also available. The City of Kenner also offers voluntary insurance plans: DENTAL, VISION, and SUPPLEMENTAL INSURANCE PLANS (VOLUNTARY LIFE, CANCER, ACCIDENT, CRITICAL ILLNESS, HOSPITAL CONFINEMENT, LONG-TERM DISABILITY and SHORT-TERM DISABILITY).

LIFE INSURANCE: All full-time employees are insured under a Group Life Insurance policy through Prudential Life Insurance Company. The coverage is one and half times the employees salary, up to $300,000. The policy also provides a Basic Accidental Death and Dismemberment benefit. The premium cost is covered by the City of Kenner. Coverage is effective the first of the following month, following full time employment.

RETIREMENT SYSTEM: The City of Kenners regular full time employees are enrolled with the Municipal Employees Retirement System of Louisiana. Both the City of Kenner and the employee contribute the required percent to the system. The employees contributions are kept on account and will be refunded, if the employees leaves employment before they are retirement eligible.

DEFERRED COMPENSATION: The City of Kenner currently participates in a 457 Plan with MassMutual. This is a voluntary investment program that the employees are allowed to participate in at a contribution rate of their choice (must be within the designated maximum and minimum limits, as set for by Plan Document). The City of Kenner does not contribute to the 457 Plan.

HOLIDAYS: Sixteen paid official holidays are observed, plus any other holidays which may be declared by the Mayor.

ANNUAL AND SICK LEAVE: Eligible Kenner employees earn annual leave and sick leave. Accrual of hours will increase based on the number of years of service.

WORKING TEST PERIOD: Upon appointment to a position in the classified service, the employee shall serve a working test period of six (6) months, unless extended.

EAP: The Employee Assistance Program (EAP) is a program which provides a professional to help employees and their families to resolve problems. This service is 24 hrs. / 7 days per week, voluntary participation and confidential.
