JOB TITLE: ALCOHOL & SUBSTANCE ABUSE PREVENTION SPECIALIST

SUMMARY OF DUTIES:

Serves as a Prevention Program Specialist at the CSACC/SACC within the Behavioral Health Program, Marine Corps Community Services, Camp S.D. Butler, Okinawa, Japan. Serves as the primary advisor at Kubasaki High School and Lester Middle School for oversight and development of various substance abuse prevention training and education, and life skills training programs to include research of assigned area of responsibility; critical assessment and training evaluation processes and procedures, development and conduct of training curricula that provides specific and measurable learning objectives. Coordinates the implementation of evidenced-based prevention programs utilizing coalitions and Marine Corps Community Structure. Reviews and initiate use of social media outlets to reach and educate as many Marines and family members as possible regarding the misuse and abuse of mood altering substances.

Serves as subject matter expert for functional alcohol/substance abuse prevention, and life skills training and programming. Independently conducts reviews and recommends approval or disapproval of program plans and materials; analyzes and develops proposals or provisions in terms of impact on program resources and requirements; develops new and revised operating procedures and standards to incorporate provisions that affect operating activities and requirements; conducts review of the administration and operation of the program, and provides advice.

Independently ensures program operation to develop and revise guidelines and training materials and model operating procedures for use; implement program plans and proposals to meet program requirements, and provide program support to improve and sustain the capabilities of commanders, Marines, and family members to prevent problems that detract from unit performance and readiness, and aid in coping successfully with the Marine Corps lifestyle.

Develops, coordinates, and submits alcohol/substance abuse prevention plans and policy recommendations to include plans and policies that reflect the relationship of chemical dependency such as alcohol abuse, family problems (including family violence), suicide, sexual assault, combat operations stress, financial problems, and other problems that detract from unit performance and readiness.

Reviews, modifies, develops, and implements alcohol/substance abuse prevention and intervention educational training programs, as well as identified life skills programming ensuring training and support capabilities are timely, relevant to commanders needs, flexible, sustainable in execution, and thoroughly coordinated with Headquarters and field personnel.

Major Duties

Conducts presentations and delivers education and training using a variety of techniques and methods on alcohol/substance abuse prevention and life skills training to the military community to include various Community stakeholders. Prevention specialist facilitates connection with available Behavioral Health resources to include MFLCs, SACC, CCP and FAP. Primary area of focus will be targeting the Highs School and Middle school populations and ensuring a comprehensive Substance abuse prevention and life skills training program is implemented effectively and in coordination with a range of community providers to include school counselors, principals, MFLCs and appropriate Behavioral Health Resources within the Marine Corps Community on Okinawa.

Reviews, develops, recommends, and monitors measures of effectiveness for alcohol/substance abuse prevention, and life skills training capabilities to ensure that Marine Corps training requirements are executed appropriately and program needs are met.

Recommends and monitors budgeting for the assigned training program area. Prepares and provides reports on financial status of expenses, training attendance/usage, training plans offered and other related information as required.

Represents MCCS BH Branch SACC at conferences and meetings pertaining to coordination of services to high risk populations on Okinawa. Facilitates and/or participates in community based prevention committees and task forces. Liaisons with School leadership, Commands, law enforcement, Inspector General and other community stakeholders pertinent to prevention efforts. Prepares supporting documentation for presentations and proposals. Prepares correspondence, briefs, action documents, routing sheets, information papers, and slide presentations for use by management officials.

Provides on-going technical assistance to field units, and others as required, to improve and sustain alcohol/substance abuse prevention and life skills training capabilities to include assistance with case management system software and collection procedures.

Plans a public relations campaign for alcohol/substance abuse efforts to include submitting written articles for publication such as newsletters, making personal contacts, and developing a plan of action with the public affairs officers, program managers, and other concerned agencies.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours (to include weekends as necessary).

Performs other related duties as assigned.

Qualifications

BASIC REQUIREMENTS:

  • Masters Degree in a Behavioral Health field is highly preferred. Bachelors Degree in a Behavioral Health field appropriate to Substance Abuse Prevention is required (education in Behavioral Health field appropriate to Substance Abuse Prevention specialized in Child and Adolescent preferred)

AND

three years of experience that demonstrates extensive knowledge of alcohol/substance abuse prevention (experience and knowledge of alcohol/substance abuse prevention specialized in Child and Adolescent preferred).

  • Ability to act as a responsible point of contact to ensure development of the alcohol/substance abuse prevention and intervention and life skills programs to include research of operations; critical assessment and training evaluation processes and procedures, and development and conduct of training curricula that provides specific and measurable learning objectives.
  • Must have comprehensive knowledge of alcohol/substance abuse prevention, substance abuse treatment programs that reflect the relationship of chemical dependency such as: alcohol abuse, family problems (including family violence), suicide, sexual assault, combat operations stress, financial problems, and other problems that detract from unit and family readiness.

QUALIFICATION REQUIREMENTS:

  • Skill to establish and maintain effective relationships with, and gain confidence and cooperation of supervisors and managers to accept proposals on complex issues.

  • Organize and communicate effectively orally and in writing at briefings and training sessions, with VIPs, media representatives and in professional conferences and training workshops to encourage understanding and acceptance of programming.

  • Skill to review, modify, develop, and implement alcohol/substance abuse prevention and intervention educational training and life skills training programs that are timely, relevant to military commanders and communitys needs, flexible and sustainable in execution.

  • Skill to conduct presentations and deliver education and training using a variety of techniques and methods on alcohol/substance abuse prevention and life skills training to high risk populations.

  • Skill to prepare and obtain training materials used in alcohol/substance abuse prevention and life skills training programs to include: lesson plans, resource guides, films, and other sources of information.

  • Knowledge of the Marine Corps Drug Testing Program (DTP), Alcohol and Drug Management Information Tracking System (ADMITS), Forensic Toxicology Drug Testing Lab (FTDTL), and/or related drug testing programs and management information systems, office automation systems and processes, computer applications, principles, and techniques.

  • Knowledge of computers to input and retrieve data, process documents through word processing, graphics and spreadsheets.

  • Ability to plan and organize events and activities.

  • Knowledge of local, state and federal regulations as they pertain to alcohol/substance abuse. Knowledge of operating procedures of substance abuse treatment, drug testing, prevention, and command inspection programs.

  • Knowledge of the military structure and environment preferred.
