About the Role
We are seeking an experienced Subject Matter Expert (SME) / Business Systems Consultant Manager to support complex business analysis, systems analysis, and process improvement initiatives within a public sector transportation environment. This role will work closely with business users, IT teams, project stakeholders, and senior leadership to analyze business needs, document system requirements, support testing activities, and ensure business solutions align with technical delivery.
Responsibilities
Analyze complex business processes, system issues, and enterprise application workflows
Document current-state and future-state business processes, including AS-IS and TO-BE models
Gather, analyze, validate, and document business, functional, and system requirements
Support ODOT Highway Crash Management Systems or similar transportation-related systems
Develop functional specifications, process documentation, and SDLC deliverables
Provide solution recommendations, process improvement strategies, and system enhancement support
Support UAT, system testing, QA validation, and defect resolution activities
Perform data review, validation, cleanup assessments, and reporting support
Collaborate with business SMEs, IT teams, vendors, and cross-functional stakeholders
Assist with project planning, task coordination, status updates, and delivery support
Required Skills
10+ years of experience in Business Analysis, Systems Analysis, or SME roles
Expert-level business process review and process improvement experience
Advanced experience in data analysis, data validation, and reporting
Strong experience with requirements management and functional specification writing
Advanced experience supporting UAT, QA, system testing, and validation activities
Strong understanding of SDLC methodologies, including Agile and Waterfall
Experience working with enterprise systems and system integration environments
Strong stakeholder management, communication, documentation, and analytical skills
Proficiency in Microsoft Office, including Excel, Word, and PowerPoint
Ability to coordinate tasks, identify risks, support project delivery, and work independently in a remote environment
Preferred Qualifications
Experience with public sector or transportation domain projects
Knowledge of NHTSA crash data, crash reporting, or highway crash management systems
Experience with ODOT systems or similar state transportation applications
Exposure to testing tools such as Jira, ALM, or similar platforms
Experience working with remote and distributed project teams
Bachelor's degree in Computer Science, Information Technology, Business, or a related field preferred
