Job Summary:

This position is responsible for reviewing subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services under a government or commercial contract(s). Collaborates with the contract administration and purchasing departments to develop subcontract policies and procedures. Ensures subcontracts are in compliance with applicable laws and regulations, identifies and advises management regarding subcontracts risks, and coordinates internal and external audits. Objectives may be accomplished through subordinate management and/or professional staff. May be responsible for decisions that have an extended and significant impact on outcomes across the company.


DUTIES AND RESPONSIBILITIES:


+ Provide leadership to management and program managers on procurement issues relating to government and commercial subcontracts.

+ Manage Purchasing system compliance to all applicable laws and regulations.

+ Manage subcontract policies and procedures to ensure efficiency and compliance with appropriate laws and regulations while meeting company objectives. Recommend modifications to operating policies as needed.

+ Manage work assignments and provide direction to staff while ensuring subcontracts processes meet assigned timelines.

+ Review purchase order file documentation (i.e. RFP/RFQs, source selection decisions, price analyses and other subcontract documentation) to ensure that it is adequate

+ Maintain a robust compliance program for pre and post award reviews.

+ Review and approve requests to remove contract clauses.

+ Identify and manage subcontract issues and develop creative solutions to resolve highly complex problems.

+ Act as primary contact for internal and external subcontract audits. May represent the company with government representatives.

+ Manage the planning, attraction, selection, retention, and development of human resources to ensure the availability of the required management and professional talent.

+ Maintain the strict confidentiality of sensitive information.

+ Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the company.

+ Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.

+ Additional Functions Other duties as assigned or required.

Job Qualifications:


+ Typically requires a Bachelors degree in business, law, or a related field and thirteen or more years of progressively complex experience in contracts/subcontracts. May substitute equivalent experience in lieu of education.

+ At least seven years managing contracts/subcontracts processes and personnel.

+ Demonstrates detailed and extensive technical expertise and application of government/commercial contract administration principles, concepts, and practices as well as comprehensive contract/subcontract management and leadership skills.

+ Must have a thorough understanding of applicable laws and regulations including Federal Acquisition Regulations (FAR), FAR supplements and the Uniform Commercial Code (UCC).

+ Must possess the ability to resolve unusually complex management and technical problems while serving as spokesperson on assigned projects and/or programs.

+ Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.

+ Must be able to work on a self-initiated basis and in a team environment, and able to work extended hours and travel as required.
