Strategic Program / Project Manager Pay Range: $90/hour to $110/hour Job Summary The Strategic Program / Project Manager supports the Enterprise Project Management Office (EPMO) and serves as an execution partner to executive leadership for large-scale, high-visibility initiatives. This role is responsible for translating strategic priorities into structured program execution across complex, cross-functional environments.
This position leads enterprise programs including IT initiatives, system integrations, infrastructure investments, and transformation efforts. The role requires strong governance, financial oversight, vendor management, and executive-level communication to ensure successful delivery of strategic objectives. Key ResponsibilitiesProgram & Project Execution
Lead day-to-day execution of large-scale, multi-workstream programs sponsored by executive or board-level stakeholders
Translate strategic objectives into detailed project plans, milestones, deliverables, and timelines
Ensure alignment across multiple initiatives and workstreams
Governance & Risk Management
Establish and manage program governance frameworks, including risks, issues, dependencies, and escalation paths
Ensure adherence to EPMO standards, methodologies, and best practices
Monitor program health and proactively mitigate risks
Financial Management
Manage program financials including ROM (Rough Order of Magnitude), budgets, forecasts, and variance analysis
Track capital expenditures and ensure alignment with financial objectives
Provide financial insights and reporting to executive stakeholders
Executive Communication & Reporting
Develop executive-level status reports, dashboards, KPIs, and briefing materials
Present program updates to senior leadership and board stakeholders
Maintain clear, consistent communication on progress, risks, and outcomes
Vendor & Stakeholder Management
Coordinate and oversee third-party vendors, consultants, and system integrators
Ensure delivery aligns with scope, schedule, budget, and quality standards
Facilitate cross-functional collaboration across IT, clinical, operations, and finance teams
Change Management & Transformation
Support organizational change management, readiness, and user adoption initiatives
Drive alignment and engagement across impacted business units
Contribute to successful implementation of enterprise transformation programs
Required Qualifications
Bachelors degree in Business, Information Technology, Healthcare Administration, or related field
Project Management Professional (PMP) certification (required)
7+ years of experience in program or project management for large-scale, complex initiatives
Experience working within an EPMO or structured program governance environment
Proven ability to manage budgets, financial tracking, and capital programs
Strong leadership, organizational, and problem-solving skills
Excellent communication and executive presentation skills
Preferred Qualifications
Experience in healthcare systems, academic medical centers, or regulated environments
Knowledge of EPMO frameworks, governance models, and KPI-driven reporting
Experience supporting mergers and acquisitions (M&A), system integrations, or enterprise transformations
Experience managing IT programs, infrastructure projects, or digital transformation initiatives
Ability to operate independently, manage ambiguity, and drive results in fast-paced environments
