Stormwater Civil Engineer I

Location: 22211 U.S. Highway 19 N. Clearwater, FL

Schedule: Hybrid schedule

Performs professional civil engineering work in support of the County's Stormwater Planning & Engineering Section. Responsibilities include reviewing and evaluating stormwater-related permit applications, development plans, right-of-way utilization permits, and engineering submittals for compliance with County, State, and Federal regulations. The position also conducts inspections of permitted stormwater facilities to verify compliance with approved plans, permits, and maintenance requirements.

The Civil Engineer I applies engineering principles to protect and maintain the County's stormwater infrastructure while coordinating with regulatory agencies, consultants, developers, contractors, and internal County departments. Work is performed under the supervision of a Senior Engineer or Engineering Section Manager.

What Would You Do?

• Reviews stormwater permit applications submitted to agencies including the Southwest Florida Water Management District (SWFWMD) and the Florida Department of Environmental Protection (FDEP) for technical accuracy and compliance with applicable regulations.
• Reviews Pinellas County Right-of-Way Utilization Permit (ROWUP) applications for impacts to County stormwater infrastructure and rights-of-way.
• Reviews commercial and residential development site plans, construction plans, grading plans, drainage reports, stormwater calculations, and supporting documentation for compliance with County ordinances, Stormwater Manual requirements, and engineering standards.
• Reviews stormwater calculations, hydraulic analyses, drainage models, and supporting engineering reports to verify compliance with regulatory requirements.
• Coordinates engineering reviews with internal departments and external agencies to ensure consistent permitting and regulatory compliance.
• Performs inspections of permitted stormwater management facilities during construction and after completion to verify compliance with approved plans, permits, and County standards.
• Conducts field investigations of stormwater infrastructure, drainage concerns, flooding complaints, and permit compliance issues.
• Reviews engineer certifications, as-built drawings, and record drawings for acceptance of completed projects.
• Prepares engineering review comments, technical memoranda, compliance reports, inspection reports, and correspondence.
• Assists with stormwater asset management, infrastructure assessments, and condition evaluations.
• Coordinates with consultants, contractors, utility providers, municipalities, regulatory agencies, and the public regarding engineering and permitting issues.
• Assists with development of engineering specifications, standard details, scopes of work, and contract documents.
• Provides technical support for capital improvement projects, operations projects, and emergency response activities.
• Maintains engineering records utilizing GIS, permitting databases, asset management systems, and other engineering software.
• Represents the County during meetings with developers, consultants, regulatory agencies, and citizens.
• Performs related duties as assigned.

What Will You Need?

Experience: Engineering experience in stormwater, drainage, civil engineering, permitting, public works, land development, or related engineering field.

Degree: Bachelor's Degree in Civil Engineering from an accredited college or university.

Florida Engineer Intern Certificate (EI) and one of the following:

• Bachelor's degree and at least two (2) years of experience as described.

• Master's in Civil Engineering (MSCE) or other relevant engineering discipline.

• An equivalent combination of education, training, and/or experience.

Additional Requirements:

• Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.

• Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

• Remote Work Policy: This position requires employees to live within a 60-mile radius of Pinellas County and maintain the ability to report to the assigned worksite as needed. If you relocate outside the required 60-mile radius, you must receive advance approval from the County Administrator. Failure to meet this requirement may affect your continued eligibility for the position.

Highly Desirable:

While not required, candidates with experience in one or more of the following areas are encouraged to apply:

• Certified Floodplain Manager (CFM) certification.

• Stormwater permitting and regulatory compliance.

• Coordination with the Southwest Florida Water Management District (SWFWMD) and Florida Department of Environmental Protection (FDEP).

• Review of Right-of-Way Utilization Permits and site development plans.

• Stormwater and drainage analysis, calculations, and design review.

• Inspection of permitted stormwater facilities.

• Geographic Information Systems (GIS) and asset management software.

• Public Works or municipal engineering programs.

• FEMA floodplain regulations and floodplain management.

• Construction inspection and project oversight.

Knowledge, Skills, and Abilities:

• Knowledge of civil engineering principles with emphasis on stormwater systems, drainage, hydrology, and hydraulics.
• Knowledge of SWFWMD, FDEP, FEMA, FDOT, and Pinellas County stormwater regulations and permitting requirements.
• Knowledge of County Stormwater Manual requirements, land development regulations, and right-of-way permitting procedures.
• Knowledge of stormwater management facility inspection practices and maintenance requirements.
• Ability to review engineering plans, specifications, drainage reports, stormwater calculations, and hydraulic models.
• Ability to interpret construction drawings, engineering standards, and applicable codes.
• Ability to conduct field inspections and investigate stormwater system performance and drainage concerns.
• Ability to prepare clear technical reports, engineering comments, and correspondence.
• Ability to establish and maintain effective working relationships with internal departments, regulatory agencies, consultants, contractors, and the public.
• Proficiency with Microsoft Office, GIS applications, Bluebeam/Adobe, AutoCAD (preferred), and engineering software.
