The contractor shall provide HR support services to NSWCPD’s Staffing and Classification Branch located in the HR Office. Tasks to be performed include, but are not limited to, assisting with recruitment of new personnel, assisting with placement strategies, job analysis, workforce planning, assisting in the development of position descriptions, assisting with developing appropriate factor levels and grade levels for specific job titles, and assisting with the development of compensation plans. The contractor shall provide comprehensive classification, staffing, recruitment, and placement services, in accordance with all federal laws, rules and regulations.
The contractor shall plan, coordinate, develop facts and/or provide resolution support to various problems in one or more HR specialties, and use government computers with office applications to perform operations or to prepare documents containing tables or graphs. The contractor shall support special projects and provide knowledge in establishing organizational structures that are efficient, cost effective, support desired grade levels, and facilitate career development. The contractor shall provide recommendations to management on organizational design with emphasis on career development principles and practices.
The contractor shall perform data entry of Request for Personnel Actions (RPAs) in the Defense Civilian Personnel Data System (DCPDS). Route RPAs into the appropriate Specialist’s inbox in DCPDS and update NSWCPD RPA Tracking System (CRTS) database.
Minimum Education: Proposed individuals shall have a minimum of a High School Diploma or GED.
Target Years of Experience: Five (5) years of experience providing Human Resources services in at least one (1) of the following areas:
- Labor and Employee Relations (LER)
- Staffing and Classification
- Workforce Development (WFD)
- Human Resource Information Systems (HRIS)
- Student Outreach and Recruitment
Individuals should possess knowledge of Government regulations, policies, and practices under Title 5, United States Code, and other statutes and legal Authorities for Federal Human Resources.
Individuals should have working knowledge of Microsoft Office Suite programs, technical human resources functions for the above program areas to include examining human resources laws, policies, rules, and procedures.
