The Department of Planning, Building, & Environmental Services (PBES) partners with the community to promote the health and safety and sustainability of Napa County by providing a range of development services while balancing agricultural, environmental, and economic vitality. As a member of PBES you will work alongside employees from the following PBES Divisions: Planning, Building, Code Compliance, Engineering, Environmental Health, Natural Resources, Parks, Geographic Information Systems (GIS), and Staff Services. The Administrative Division within the Planning, Building, and Environmental Services (PBES) Department serves as the operational backbone for nine divisions spanning land use planning, building and safety, code compliance, natural resources, environmental services, and geographic information systems. With each division operating under different regulatory frameworks, workload cycles, and service demands, the Administrative Division provides the centralized infrastructure that keeps the department running, delivering consistent, responsive support and service to the community so that program staff can focus on the technical, regulatory, and permitting priorities at the heart of our services to the public.
The Position
The Staff Services Manager serves as a key member of the PBES leadership team, providing strategic direction and day-to-day management oversight for the departments administrative, financial, and human resource functions. This is a vital role that requires both operational depth and strategic leadership, someone who can manage complex fiscal operations, build high-performing customer service-oriented teams, and serve as a trusted partner to division managers and department leadership alike.
This position oversees the departments front counter operations and public-facing administrative functions, ensuring that every point of contact, whether in person, by phone, online, or through written materials, reflects the departments commitment to accessibility, professionalism, and exceptional customer service. This includes coordinating with divisions to ensure that permit guides, public handouts, applications, and informational materials are clear, current, and user-friendly; overseeing reception staffing and front counter services to deliver knowledgeable and welcoming first impressions; and coordinating website content to ensure the public has access to accurate, timely information. The Manager sets the standard for how PBES presents itself to the community and works collaboratively across divisions to ensure that public-facing operations are consistently aligned with departmental priorities and the needs of the people the department serves.
In the area of budget and fiscal management, this position leads the full budget cycle from development and submission through monitoring and year-end close. The Manager oversees departmental accounting operations including accounts payable, invoicing, deposits, revenue tracking, fee accounting, fund reconciliation, and fiscal compliance. The role also supports procurement and contract administration, develops financial analysis, goals, and performance metrics, and prepares staff reports and board items for executive leadership and the Board of Supervisors.
In the area of human resources, the Manager serves as the departments HR liaison, partnering closely with division managers and Human Resources to coordinate recruitment, onboarding, performance management, and workforce support across all nine divisions. This position plays an important advisory role, supporting division managers through recruitment processes, helping the department attract strong candidates, and ensuring HR programs and updates are communicated and administered consistently and in compliance with County policies.

POSITION REQUIREMENTS:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
Experience: Four years of increasingly responsible experience in a staff services function performing duties involving administration, management, personnel, fiscal analysis, staff development, or data processing including two years of related project management, administrative, and supervisory responsibility.
Education: A Bachelors degree from an accredited college or university with major course work in business administration, public administration, accounting, local government, systems analysis, personnel, or a related field.
License or Certificate: Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County. For continued employment with Napa County, you must maintain such license, certification, or registration to meet the minimum qualifications of this position.
This recruitment is being conducted to fill one (1) full-time position of Staff Services Manager for the Planning, Building, and Environmental Services Department at Napa County. The eligibility list established by this recruitment may also be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.

Salaries are based on a five-step range. Appointments are usually made at the beginning step with advances occurring at six months and the completion of each year thereafter. Salary rates are reviewed annually.
