Staff Right of Way Specialist Title Agent

Aspen Technical Staffing is seeking an experienced Staff Right of Way Specialist Title Agent for a long-term contract opportunity supporting utility and infrastructure projects in Glen Allen, VA. This role is ideal for a detail-oriented professional with experience in right of way acquisition, title research, permitting, and stakeholder coordination. The successful candidate will play a key role in supporting land acquisition efforts while ensuring projects remain on schedule and in compliance with applicable regulations.
Key Responsibilities
- Analyze, prepare, review, and interpret land and right of way documents including deeds, easements, leases, permits, licenses, and related agreements.
- Research, collect, and organize real property documentation for project execution.
- Review title reports, appraisal reports, surveys, and other property-related documents.
- Enter and maintain accurate project data within the stakeholder management database.
- Perform quality assurance reviews of database entries completed by Right of Way field agents.
- Prepare and submit permit applications to support project activities.
- Present technical information and project updates to project teams and management.
- Prepare project status reports, acquisition reports, and technical documentation.
- Maintain project documentation, meeting agendas, and document control processes.
- Assist with subcontractor coordination, including contract reviews, invoices, and change orders.
- Support public involvement meetings and stakeholder communications.
- Assist with project planning, budgeting, scheduling, and tracking project milestones.
- Coordinate with project teams during construction and restoration activities.
- Ensure compliance with company safety policies and project requirements.
- Perform additional duties as assigned.
Qualifications
- Bachelor's degree in Business Administration or a related field preferred.
- Equivalent combination of education and applicable experience will be considered.
- Minimum of four (4) years of experience in right of way acquisition, title research, relocation, eminent domain, project management, real estate, or related field.
- Ability to read and interpret:
- Title reports
- Appraisal reports
- Land surveys
- Property records
- Working knowledge of:
- Real estate law
- Real estate title work
- Land acquisition processes
- Experience preparing permits and coordinating regulatory approvals.
- Strong organizational skills with the ability to manage multiple priorities and deadlines.
- Excellent written, verbal, and presentation skills.
- Strong attention to detail and analytical abilities.
- Ability to work both independently and collaboratively within project teams.
- Experience using database management systems.
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint).
- Valid driver's license with the ability to meet company driving requirements.
Preferred Qualifications
- SR/WA (Senior Right of Way Professional) designation.
- Other certification through the International Right of Way Association (IRWA).
- Real Estate Broker License.
- Real Estate Sales License.
