    Staff Right of Way Specialist

    Location: Richmond, VA
    Job Type: Long-Term Contract

    Position Summary

    Our client is seeking an experienced Staff Right of Way Specialist to support long-term infrastructure and utility projects in the Richmond, Virginia area. This position plays a key role in facilitating land acquisitions, conducting property research, reviewing titles and surveys, coordinating permitting activities, and supporting project execution from planning through restoration.

    The ideal candidate will have experience in right of way acquisition, real estate documentation, permitting, stakeholder coordination, and project support while working in a fast-paced, collaborative environment.

    Responsibilities

    • Analyze, prepare, review, and interpret land and right of way documents including:
      • Deeds
      • Easements
      • Leases
      • Permits
      • Licenses
      • Agreements
    • Research and collect property and real estate project documentation.
    • Review title reports, appraisals, surveys, and related property records.
    • Enter and maintain project information within stakeholder management databases.
    • Perform quality assurance reviews of database entries completed by Right of Way field personnel.
    • Present technical information and project updates to the Right of Way project team.
    • Prepare and submit permit applications.
    • Develop project status reports, acquisition reports, and technical documentation.
    • Maintain project documentation, meeting agendas, records, and document control.
    • Assist with subcontractor administration including:
      • Contract review
      • Invoice review
      • Change order processing
    • Support public involvement and stakeholder meetings.
    • Assist with project planning, budgeting, scheduling, and tracking critical milestones.
    • Coordinate construction support and restoration activities related to Right of Way projects.
    • Ensure compliance with company safety policies and project standards.
    • Perform additional duties as assigned.

    Qualifications

    • Bachelor's degree in Business Administration or a related field preferred.
    • Equivalent combination of education and applicable experience may be considered.
    • Minimum of 4 years of experience in one or more of the following:
      • Right of Way acquisition
      • Relocation
      • Eminent domain
      • Real estate
      • Project management
    • Ability to read and interpret:
      • Title reports
      • Appraisal reports
      • Land surveys
    • Working knowledge of real estate law and title work.
    • Experience with permitting and land acquisition documentation.
    • Strong organizational skills with the ability to manage multiple priorities and deadlines.
    • Excellent written and verbal communication skills.
    • Strong presentation and stakeholder communication abilities.
    • Ability to work independently and collaboratively within project teams.
    • High attention to detail and accuracy.
    • Experience working with database management systems.
    • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint).
    • Valid driver's license with the ability to meet company driving requirements.

    Preferred Qualifications

    • SR/WA (Senior Right of Way Agent) designation.
    • Other International Right of Way Association (IRWA) certifications.
    • Real Estate Broker License.
    • Real Estate Sales License.
