What You Will Do

The Nuclear Process Infrastructure Division (NPI) is seeking an innovative, collaborative, and customer-focused individual to fill the position of Staff Operations Manager. As part of the Associate Laboratory Directorate for Weapons Production (ALDWP), NPI supports a variety defense and non-defense programs to achieve critical mission success across the LANL complex and off-site.

Reporting to the NPI Division Leader, the Staff Operations Manager (SOM) will serve as a key member of the NPI Division management team, enabling business and operational excellence in support of Division mission objectives. The SOM carries the authority of the NPI Division Office and is responsible for ensuring the various business units across the NPI portfolio are equipped to support ALDWP mission work.

Specific duties of the position include but are not limited to the following:
  • Oversee and coordinate business, operational, and administrative management activities including, long- and short-term strategic planning, research, analysis, tracking, coordination, communication, and implementation of a wide variety of business and operational functions.
  • Participate strategically and tactically in decisions impacting NPI and its stakeholders across the Laboratory and nation. Exerts influence in the development of overall objectives and long-range goals of the organization.
  • Advise Division and Group level management and employees on operational and administrative issues where consistency across the division is necessary for effectiveness, efficiency, and institutional compliance.
  • Represent NPI Division management on projects, committees, initiatives, and serve as a liaison in responding to institutional requests.
  • Provide guidance to Division and Group level management on personnel issues, coordinate and track performance and salary management processes, and review hiring activities to support the Division Leader in making informed decisions.
  • Partner with Human Resources in developing strategic staffing plans, workforce related projects, job ads, and tracking and trending of hiring activities.
  • Negotiate across various areas and functions to reach agreements that are in the best interest of NPI, ALDWP, and LANL.
  • Provide leadership and over-sight for the administrative team.

What You Need

Minimum Job Requirements:

Experience

Department of Energy (DOE) Complex or External Operational Experience: Experience in at least 2 of the following areas: safety, security, environmental compliance, quality assurance, strategic and tactical planning, project management, communications strategies, budget, training, human resources, or procurement.

Initiative

The ability to work independently and collaboratively to resolve complex issues. Commitment to excellence in operations, staff relations, and customer relationship management.

Collaboration

Experience providing support at all levels, up to senior and executive management, working effectively with both internal and external customers to gain consensus, build teams, and resolve conflict. Ability to build positive working relationships that support institutional values, staff productivity, customer satisfaction and buy-in.

Critical Thinking

Experience making decisions and solving problems using sound reasoning and judgment.

Negotiation

Ability to negotiate between parties, with senior management, support organizations, and other stakeholders. Able to influence leaders regarding matters of significance to the organization.

Project and/or Program Management

Experience organizing complex programs or projects and delivering results.

Strategic Planning

Experience leading strategic planning activities, participating on planning teams, and implementing and tracking strategic plans.

Leadership

Experience providing positive leadership and effectively managing staff. Knowledge and experience with human resource matters including conflict resolution, team building, professional development, and mentorship.

Communication

Strong interpersonal, presentation, and writing skills. Experience giving briefings and presentations. Experience with teleworking and video collaboration tools.

Software

Strong familiarity with Outlook, Microsoft tools, and Oracle solutions.

Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 5 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

Human Resources

Experience in one or more of the following: talent acquisition, workforce management and development, performance management, or project management.

Business Operations

Experience with budget and resource planning and financial management and controls; including responsibility for business stewardship.

Continuous Process Improvement

Experience leading or being a contributing member of continuous process improvement team(s). Experience with process improvement efforts, such as Lean, Six Sigma, Kaizen, or other methodologies.

Weapons Production Experience

Extensive knowledge of the laboratory's structure and stakeholders as it relates to weapons production.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
