Job Description and Duties
The Climate Change Mitigation and Emissions Research Section (Section) in the Research Division develops and conducts policy-relevant in-house and extramural research to advance science and support CARB mobile source emissions and greenhouse gas (GHG) reduction programs and policies. Section's research focuses on: 1) characterizing real-world emissions and activity patterns for on-road and off-road mobile sources along with regulatory and policy options to achieve regional and community air quality improvement and greenhouse gas reduction goals using laboratory, portable emissions measurement system, remote-sensing, and engine and activity data-logging technologies, 2) evaluating driving patterns, energy use, and technology advancement of electric vehicles to characterize their benefits of reducing emissions and GHG reductions and inform to the clean transportation and GHG reduction programs and policies, and 3) characterizing non-exhaust emissions such as brake-/tire-wear emissions from vehicles and brake-/wheel-wear emissions from locomotives to understand their impacts on air quality and public health and to inform relevant emissions and GHG reduction programs and policies. The Section conducts large dataset- and database-driven technical analyses, provides expert opinions to decision-makers, networks with internal, national, and international stakeholders, and publishes research findings.
Working independently and under the general supervision of the Section manager, the incumbent is responsible for leading big data-driven emissions and GHG research programs, initiating innovative research solutions for implementable and cost-effective emissions and GHG regulatory and policy options, and producing clear and concise research summaries and technical papers (e.g., memos, letters, white papers, research ideas, data analysis plans, journal articles, conference and meeting presentations, and others) in order to timely, effectively inform emissions and GHG research internally and externally. The incumbent is expected to make significant contributions to the Section's scientific and technical foundation and to the division's management.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position's designated headquarters location at their own expense, as indicated on their duty statement.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.

The most competitive candidate should have a strong scientific and technical background and detailed knowledge of vehicle emissions and energy use research, air pollution research, vehicle exhaust and non-exhaust emission and energy test methods, instrumented transportation studies, combustion and zero-emission vehicle technologies, and a broad knowledge of CARB programs and policies, especially those related to on-road and off-road mobile sources. The candidate should have expert-level skills in data-mining, large dataset and database analyses, computer programming, statistics, and data analysis, coupled with a program and policy awareness that can harness the true potential of these large datasets and databases to inform mobile source and climate change programs. The candidate should also have excellent communication and interpersonal-skills, critical thinking skills, the ability to meet deadlines, planning and management experience on major projects, and the ability to effectively interact with all levels of staff within the Agency, and other government agencies, international groups, industry, non-governmental agencies, and other public stakeholders. The incumbent is expected to establish and maintain cooperative working relationships with staff, management, and stakeholders internally and externally and to exercise sound judgment when making decisions independently and suggestions to the management to comply with program goals and objectives. The incumbent should have the desire to use research to help CARB meet its mobile source emissions reduction goals and the ability to collaborate with the many stakeholders involved. A California Driver's License highly desirable.
