The Miami-Dade Aviation Department (MDAD) Integrated Operations and Emergency Management Division seeks a qualified consulting firm ( "Selected Proposer ) to conduct a comprehensive Software Gap Analysis (Analysis) in support of the development of the new Airport Operations Center (Client). The Client is envisioned as the nerve center of Miami International Airport (Airport) establishing a single, unified common operating picture that integrates operational awareness, decision-making, and coordinated response across the enterprise. The Client will bring together key stakeholders including MDAD internal partners and federal and law enforcement partners into a centralized environment designed to support real-time collaboration and shared situational awareness. Embedded within the Client will be both the Airport Emergency Operations Center (AEOC) and the Airport Work Order Center, further reinforcing the Client's role as the focal point for operational continuity, incident management, emergency response coordination, and infrastructure service management. As these critical functions converge within one operational environment, it is essential to evaluate how the existing software systems that support daily operations, emergency management, and work order processing currently function independently and collectively and determine how they can be optimized, integrated, enhanced, or modernized to support a unified operational model. MDAD seeks to examine not only the systems currently in use, but also the operational functions being conducted today and those anticipated within the future-state Client. The objective is to identify gaps between the Airport's existing software landscape and the collaborative, technology-enabled environment required to support an integrated operations center. This includes assessing how systems facilitate real-time information sharing, cross-functional coordination, event tracking, emergency response documentation, work order management, and enterprise-wide situational awareness. 2. Project Requirements The Selected Proposer shall provide all professional services necessary to conduct a comprehensive assessment of the Client's operational software environment and define the requirements, integration framework, and implementation strategy necessary to achieve a fully integrated Client. The Selected Proposer shall initiate the engagement with a formal kickoff meeting and develop a detailed project work plan outlining methodology, stakeholder engagement strategy, schedule, and deliverables. Throughout the duration of the engagement, the Selected Proposer shall coordinate closely with MDADs designated project manager and provide regular progress updates. The Selected Proposer shall conduct a thorough inventory and assessment of all operational software systems supporting the Client, AEOC, and Work Order Center. This assessment shall include, but not be limited to, security systems (Access Control, Closed Circuit Television (CCTV), Perimeter Intrusion Detection Systems), life safety systems (Fire Alarm and Enterprise Building Integrator), incident and event logging management platforms, maintenance and asset management systems, environmental monitoring platforms, communication and notification systems. The assessment shall evaluate system functionality, interoperability, integration points, data flows, redundancies, and overall performance in supporting real-time operational awareness. The Selected Proposer shall conduct a formal gap analysis comparing current capabilities to the future operational needs of the Client, including the integrated functions of the AEOC and Work Order Center. The analysis shall define the new functions and capabilities required to support a unified operations environment, including collaborative decision-making, cross-system event tracking consistent with Incident Command System (ICS) principles and FEMA compliant logging practices. The analysis shall entail full stakeholder engagement, interviews, identifying pain points and understanding of functionality and usability requirements. ATTACHMENT 1 SCOPE OFSERVICES Rev. 1.13.26 - v26-1 Based on this analysis, the Selected Proposer shall define prioritized functional and technical requirements for the futurestate Client and recommend appropriate technology solutions and integration strategies. Recommendations shall consider optimization of existing platforms, system consolidation, middleware solutions, or replacement options where warranted. The Selected Proposer shall align recommendations with industry best practices and benchmark against comparable Airport Operations Centers to ensure adoption of leading operational standards. The Selected Proposer shall provide a prioritized set of solution options with associated implementation considerations, risks, scalability factors, and high-level lifecycle cost implications. A phased implementation roadmap shall be developed outlining sequencing, governance considerations, and transition strategies necessary to achieve a fully integrated and optimized Client technology environment. 3. Deliverables The Selected Proposer shall provide the following deliverables upon completion of the analysis. All deliverables shall be submitted in electronic format suitable for executive distribution and formal documentation. 3.1 Current-State Assessment Report a) Inventory of all operational systems assessed, including event logging, dispatching technologies, workflow systems, work order platforms, security, life safety, and related operational technologies. b) System ownership, governance, and user groups. Identified inefficiencies, redundancies, manual processes, and integration gaps. c) Integration points, data flows, and identified dependencies. 3.2 Gap Analysis Report a) A formal analysis comparing current capabilities to the functional and technical requirements of the future-state Client, including: 1. Assessment of support for unified situational awareness and collaborative decision-making. 2. Evaluation of emergency management and ICS-compliant documentation capabilities. 3. Identification of deficiencies in event tracking, dispatching, workflow automation, and cross-system coordination. 3.3 Future-State Requirements, Technology Recommendations, and Implementation Roadmap a) A clearly defined and prioritized requirements matrix identifying the new functions and capabilities required to support unified situational awareness, collaborative decision-making, event logging, dispatching, workflow automation, emergency management coordination, and enterprise-wide operational visibility. b) Ranking of requirements based on operational criticality, risk, complexity, and impact on implementation. c) Benchmarking analysis aligned with industry best practices and comparable Airport Operations Centers to ensure the recommended framework reflects leading operational standards. The Selected Proposer shall further provide a comparative evaluation of viable technology solution pathways necessary to achieve the defined future state. This evaluation shall address optimization of existing systems, integration or middleware strategies, consolidation opportunities, and replacement options where warranted. The deliverable shall culminate in a phased implementation Rev. 1.13.26 - v26-1 roadmap outlining sequenced short, mid, and long-term initiatives; key dependencies; governance recommendations; and change management considerations necessary to transition from the current environment to a fully integrated and optimized Client technology ecosystem
