Under general supervision oversees the planning, scheduling, design and development of all phases of a project. Coordinates of budgets for various construction and maintenance projects with budgets of up to 60 million per project. Prepares cost analysis reports. Conducts bid reviews and evaluations. Prepares official solicitation documents, which include writing complex statements of work and specifications for external and in-house work. Oversees or coordinates testing, acceptance and inspection to insure compliance with specifications and cost controls and other duties as delegated by the Director of Construction.
Essential Duties Summary
- Manages and oversees all aspects of multiple projects ranging from $0K-$60M in a calendar year to ensure they are completed on-time and within budget.
- Responsible for managing multiple project(s) work scopes, costs, schedules, internal staffing, professional services, vendors, contractors and contractual deliverables. Prepares official solicitation documents, which include writing complex statements of work and specifications for construction and maintenance projects. Conducts proposal reviews and assist with contract development. Prepares cost analysis reports. Proficient in reading, redlining, blue prints, as-built, drawings, specifications, etc. Oversees or coordinates testing, acceptance and inspection to insure compliance with all codes, specifications and cost controls.
- Working knowledge HVAC Systems, mechanical systems, plumbing systems, electrical systems and construction and maintenance techniques in residential, commercial and industrial systems.
- Establishes criteria and standards for the design and development of facilities maintenance and construction. Reviews work in development of project design, schedule and cost, and maintains follow-up through project completion. Understand Stage Gate Modeling. Serves as resident expert on matters relating to soils testing, materials testing, workability, and compositions of mechanical, electrical, plumbing, structures, foundations, infrastructure, etc. Prepares and oversees approved project budgets through completion of projects. Manages all phases of project development relating to the maintenance and construction projects from cradle to grave. Plans, schedules, develops, designs or technical data from customer performance-based specifications that meet various codes and university standards. Have a working knowledge of National, Federal, State and Local Codes and Laws. Participates in advising regarding the selection of consultants, contractors, and architectural and engineering firms, and preparation of final agreements. Oversees the work of consultants, contractors and firms when engaged in the development of the university's physical facilities and grounds. Acts as liaison between private developers working for the university and the department of AE&C. Participates in long range planning for the physical development of the university facilities and grounds.

Minimum Requirements
- Bachelor's degree in Architecture, Engineering, or closely related discipline is preferred.

Knowledge, Skills, and Abilities
Knowledge of:
- Policies, procedures, and practices.
- Requires broad knowledge of complex systems and procedures.
- Primavera P5/6, Revit, BIM, Procore, Bentley, ANSI C, SCADA, CMMS, RS Means (and other cost estimating software), TMA (work order system), etc.
