Sr Project Engineer / Superintendent - $MMM pharma project

We're seeking a Sr Project Engineer / Superintendent to play a critical leadership role on a landmark $500M+ pharmaceutical construction project for a national public health agency. This individual will serve as a key member of the project leadership team, overseeing field operations, technical coordination, quality assurance, and project execution while ensuring strict compliance in a highly regulated environment.

Description

Construction Leadership & Field Management

• Lead daily field operations on a high-profile pharmaceutical construction program.
• Coordinate and supervise subcontractors, vendors, trade partners, and field personnel.
• Ensure all work is executed according to project plans, specifications, quality standards, and regulatory requirements.
• Develop and implement detailed work plans to support project milestones and critical path activities.
• Monitor construction productivity, manpower utilization, and site logistics.

Technical Project Coordination

• Act as a key liaison between project management, engineering teams, design consultants, and field operations.
• Manage RFIs, submittals, design clarifications, shop drawing reviews, and technical issue resolution.
• Identify constructability concerns and develop practical solutions to maintain project objectives.
• Coordinate installation activities involving complex mechanical, electrical, process, laboratory, cleanroom, and utility systems.
• Assist in planning commissioning, qualification, startup, and facility turnover activities.

Schedule & Project Controls

• Support development and execution of master project schedules.
• Monitor progress against baseline schedules and identify potential delays or risk factors.
• Assist with short-interval planning and look-ahead scheduling activities.
• Coordinate sequencing of work to maintain schedule commitments while minimizing disruption to ongoing operations.

Regulatory Compliance & Quality Assurance

• Ensure adherence to GMP, FDA, validation, quality, and other applicable regulatory standards.
• Support implementation of project-specific quality management programs.
• Participate in inspections, audits, turnover documentation, and compliance reviews.
• Verify installations meet design intent and operational requirements.

Safety Leadership

• Champion Torcon's safety culture and actively promote zero-incident project execution.
• Conduct site inspections, safety audits, toolbox talks, and subcontractor compliance reviews.
• Ensure all activities are performed in accordance with OSHA requirements, client standards, and company policies.
• Lead incident prevention initiatives and corrective action processes.

Stakeholder Management

• Participate in meetings with clients, agency representatives, consultants, and project leadership.
• Prepare project status updates and field reports.
• Maintain strong working relationships across all project stakeholders.
• Represent Torcon professionally while supporting the client's mission-critical objectives.

Commissioning & Turnover

• Support commissioning and validation efforts for highly technical building systems.
• Coordinate punch list management and project closeout activities.
• Ensure turnover documentation is complete, accurate, and compliant with client requirements.
• Assist operational teams during occupancy and startup phases.

Profile

Required Qualifications

• Bachelor's degree in Construction Management, Engineering, Architecture, Building Science, or a related discipline preferred.
• 8-15+ years of experience in commercial construction, healthcare, pharmaceutical, biotechnology, laboratory, industrial, or mission-critical facilities.
• Demonstrated experience supporting large-scale projects valued at $100M+.
• Strong understanding of complex building systems, construction sequencing, and field operations.
• Experience coordinating multiple trades in highly technical environments.
• Ability to interpret drawings, specifications, engineering documents, and regulatory requirements.
• Proficiency with Procore, Bluebeam, Microsoft Project, Primavera P6, and Microsoft Office Suite.

Preferred Qualifications

• Experience with pharmaceutical manufacturing facilities, biologics production facilities, laboratories, cleanrooms, GMP environments, or highly regulated government projects.
• Knowledge of FDA regulations, validation protocols, commissioning practices, and quality systems.
• OSHA 30 certification.
• Experience supporting projects involving public agencies, healthcare institutions, or federally regulated facilities.
• Design-build and construction management experience on technically complex construction programs.
