Senior Program Manager III – Enterprise Data & Analytics

Location: Austin, TX 78751 (100% Onsite)
 Pay Rate:$86.66 per hour
 Duration: 12-Month Contract (09/01/2026 – 08/31/2027)
 Schedule: Monday through Friday, 8:00 AM to 5:00 PM

Lead Enterprise Data & AI Transformation for the State of Texas

 

We are seeking an experienced Senior Program Manager III to lead high-impact enterprise data and analytics initiatives supporting the Texas Health and Human Services Commission (HHSC). This role is ideal for a seasoned Program Manager with experience leading large-scale Business Intelligence (BI), Data Warehouse (DW), analytics, and digital transformation programs in complex enterprise environments.

 

As a strategic leader, you will oversee multiple cross-functional initiatives, collaborate with executive leadership, and drive the successful delivery of enterprise data modernization projects that improve statewide reporting, analytics, and AI-enabled decision making.

 

What You'll Do

As the Senior Program Manager, you will:

  • Lead multiple enterprise data and analytics initiatives from planning through execution.
  • Partner with executive sponsors, agency leadership, and business stakeholders to establish program priorities, roadmaps, and strategic objectives.
  • Translate complex analytics initiatives and business requirements into actionable program plans and delivery strategies.
  • Lead hybrid Agile and Waterfall projects, including sprint planning, epics, user stories, project schedules, risk management, and governance activities.
  • Facilitate Scrum of Scrums ceremonies and coordinate work across multiple Agile teams while applying Scaled Agile Framework (SAFe) principles.
  • Serve as the primary point of contact for executive stakeholders regarding enterprise reporting, analytics, and program status.
  • Present complex technical concepts, project findings, and data insights to both technical and non-technical audiences.
  • Oversee project teams responsible for data integration, analytics, reporting, dashboards, and data visualization initiatives.
  • Ensure program deliverables align with enterprise data governance, compliance, and reporting standards.
  • Support AI-enabled analytics initiatives by helping teams develop responsible AI practices and effective prompt strategies.
  • Promote data literacy and AI adoption across the organization through strategic planning and organizational enablement.
  • Collaborate with architects, engineers, analysts, and business leaders to resolve risks, remove roadblocks, and ensure successful program delivery.
  • Monitor budgets, timelines, resource allocation, and program performance while driving continuous improvement across initiatives.

 

Required Qualifications

Qualified candidates should possess:

  • 8+ years of experience managing large-scale enterprise technology or data programs.
  • 8+ years translating complex business and analytics initiatives into strategic program plans and execution roadmaps.
  • Extensive experience leading Business Intelligence, Data Warehouse, analytics, or enterprise data initiatives.
  • Strong experience managing hybrid Agile and Waterfall delivery methodologies.
  • Experience leading cross-functional teams across business and technical organizations.
  • Experience creating executive presentations, program documentation, and project artifacts.
  • Proficiency with Microsoft PowerPoint, Visio, and other project planning and presentation tools.
  • Exceptional leadership, communication, facilitation, and stakeholder management skills.
  • Proven ability to communicate complex technical concepts to executive leadership and non-technical stakeholders.

 

Preferred Qualifications

Experience with any of the following is highly desirable:

  • Business Intelligence and Enterprise Data Warehouse programs.
  • Healthcare, Health and Human Services, Medicaid, or other highly regulated industries.
  • Enterprise data governance and data quality initiatives.
  • Scrum of Scrums leadership and the Scaled Agile Framework (SAFe).
  • Federal and state reporting programs.
  • Performance management and analytics initiatives within a State of Texas agency.
  • Major Information Resources Projects (MIRP).
  • Advanced Planning Documents (APD) and Business Case Workbooks supporting blended State and Federal funding.
  • Organizational data literacy and AI adoption initiatives.
  • Responsible AI governance and compliance practices.
