NAVWAR 8.0 is responsible for the oversight and successful execution of all corporate operations related activities for NAVWAR in support of Navy-wide Information Dominance initiatives. Due to reorganization along functional lines, this program office is consolidating and contracting for support across several 8.0 functional areas. This includes Corporate Operations, Strategic Management, Business Planning, Workforce Management, Military Management, Process Improvement, and Corporate Communications.


Reporting to the Program Manager, the Sr. Program Management Analyst will support NAVWAR 6.0's Program Management talent development program by helping assess workforce training needs, maintain competency and career development models, analyze workforce data, and prepare executive-level reports on the NAVWAR 8.0 Corporate Operations Support Services (COSS) contract. This role partners with stakeholders across the acquisition workforce to improve training, track workforce readiness, and strengthen the development of Navy Program Management professionals. This position is located in San Diego, CA.

What You'll Do:
  • Assess program management workforce training needs and identify skill gaps to support continuous learning and professional development.
  • Support the development and maintenance of program management competency models, career progression frameworks, and learning pathways aligned with DAWIA standards.
  • Track workforce development metrics, maintain skills inventories and databases, and analyze talent management data to identify trends and opportunities.
  • Develop executive-level reports, presentations, white papers, and other technical documentation to communicate workforce readiness and recommendations.
  • Provide recommendations to enhance acquisition workforce training, competency development, knowledge management, and stakeholder engagement.
  • Conduct research, analyze data from multiple sources, and summarize findings to support business decisions and workforce planning.
  • Maintain stakeholder registers and coordinate engagement activities with internal and external partners.
  • Establish and maintain configuration management for workforce development artifacts and documentation.
  • Attend meetings, document meeting minutes, and support action item tracking.
  • Provide additional analytical and administrative support for NAVWAR 6.0 Program Management talent management initiatives as required.
  • Bid and proposal support if requested.
  • Other duties as assigned.
What We're Looking For:

Required Qualifications:

  • An active secret clearance is required to be considered for this position.
  • Bachelor's degree from an accredited university in Business, Management, Human Resources, Education, Organizational Development, or a related field. required.
  • At least three (3) years of experience supporting DoD acquisition or program management programs with progressively increasing responsibility.

  • Ability to analyze data from multiple sources, identify trends, and develop recommendations to solve business problems.

  • Strong project management, critical thinking, and problem-solving skills.

  • Demonstrated experience preparing executive-level reports and presentations.

  • Strong stakeholder engagement, customer service, and collaboration skills.

  • Must possess basic computer literacy and data entry skills.
  • Demonstrated proficiency in Microsoft Office 365 applications (to include MS Word, Excel, PowerPoint, etc.). 
  • Strong attention to detail and organizational skills.
  • Excellent verbal and written communication skills.
  • Demonstrated problem-solving skills.
  • Must possess strong time management skills.
  • Must be able to work in a fast-paced, changing, and challenging environment.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future. 

Desired Qualifications:

  • Experience supporting talent management, workforce development, learning management, or organizational development initiatives in a corporate or DoD environment.

  • Experience developing career progression frameworks, competency models, or workforce development strategies.

  • Experience tracking workforce metrics, completion rates, capacity planning, or other talent management analytics.

  • Experience conducting quantitative and qualitative workforce skills gap analyses.

  • Experience developing or assessing training content and learning programs.

  • Knowledge of the NAVWAR enterprise or experience supporting NAVWAR or affiliated Program Executive Offices (PEOs).

  • Proficiency with Microsoft Power BI or other data visualization tools.

  • DAWIA Program Management Practitioner certification or equivalent.

  • Associate Professional in Talent Development (APTD), Certified Professional in Talent Development (CPTD), or similar workforce development certification.

  • Project Management Professional (PMP) certification.

  • Completion of foundational Defense Acquisition University (DAU) Program Management or Acquisition coursework.

Physical Requirements:

  • Must be able to remain seated in a stationary position 50% of the time. Must also be able to alternate between sitting, standing, and walking.

INDUS aims to provide a competitive compensation package, including a strong pay for performance rewards approach. The expected base pay range for this position is $95,000 - $125,000 This position is eligible to participate in our corporate 401(k) and Employee Stock Ownership Plan (ESOP) programs, and may be eligible for performance bonuses, and other rewards and benefits (see more about our compensation package and benefits offered at Culture @ INDUS | INDUS Technology). The pay range for this role considers job-related knowledge, skills, work location, education and training, and certifications.
