We are partnering with our Construction client in search of their next Payroll Administrator (Union & Certified Payroll) – Construction

Summary

We’re seeking a detail‑oriented Payroll Administrator with hands‑on experience in union payroll and certified payroll for public works projects. You will manage end‑to‑end, in‑house payroll processing, ensure compliance with prevailing wage and collective bargaining agreements (CBAs), and produce accurate, timely reports for internal stakeholders and external agencies.

Key Responsibilities

  • End‑to‑End Payroll
  • Process multi‑state, multi‑entity weekly/biweekly payroll in an in‑house system for hourly and salaried employees.
  • Validate and import time data from field/timekeeping systems; resolve discrepancies with project managers and field supervisors.
  • Calculate and audit regular, overtime, double-time, shift differentials, per diem, fringes, and deductions.
  • Union Payroll & CBAs
  • Interpret and apply union CBAs (rates, fringes, dues, working rules).
  • Set up and maintain union rates, fringes, and deductions; prepare and remit union benefit reports.
  • Reconcile union trust statements and respond to audit requests.
  • Certified Payroll & Prevailing Wage
  • Prepare weekly certified payroll reports for federal, state, and local agencies (e.g., Davis‑Bacon/DBRA and applicable state prevailing wage laws).
  • Compliance & Reporting
  • Maintain compliance with federal and state wage/hour laws, DBRA, FLSA, IRS, state tax agencies, garnishments, and child support.
  • Reconcile payroll general ledger accounts; support month‑end close with Finance.
  • Maintain employee master data, job codes, union codes, and project setups in the payroll/HRIS.
  • Partner with HR, Finance, and Project teams on onboarding, terminations, rate changes, and classification updates.

Minimum Qualifications

  • 3+ years of payroll experience, including direct exposure to union payroll and certified payroll for public works.
  • Working knowledge of prevailing wage laws and certified payroll requirements (e.g., Davis‑Bacon/DBRA and relevant state/local rules).
  • Experience with in‑house payroll processing and timekeeping workflows.
  • Proficiency with Excel (pivot tables, lookups), payroll/HRIS systems, and document control.
  • Strong understanding of wage/hour rules, overtime calculations, tax withholdings, garnishments, and benefit deductions.
  • High attention to detail, confidentiality, and ability to meet strict weekly deadlines.

Preferred Qualifications

  • 5+ years in construction payroll, including multi‑state payroll and multiple unions/trades.
  • Experience with certified payroll reporting tools or portals commonly used on public projects.
  • Familiarity with job cost accounting and labor distribution to projects/cost codes.
  • CPP or FPC certification a PLUS
  • Experience supporting DOL, union trust, or state labor audits.
Compensation range is between $75-$95K.
