This role provides Senior-Level Quality Assurance (QA) and Quality Control (QC) oversight across Federal Human Capital (HC) initiatives. The Senior HR Specialist works in close coordination with YRCI’s Senior Advisor and agency Human Resources (HR) leadership to ensure accuracy, compliance, and consistency across HR deliverables.
The position supports the translation of HR requirements from the Department of Commerce (DOC) and Office of Personnel Management (OPM) into clear, actionable documentation, while assisting in workforce planning, policy interpretation, and program execution. This role is primarily responsible for supporting leadership through analysis, quality review, and development of structured communications and deliverables.
Key Job Duties
Support QA/QC reviews of HR deliverables, including personnel actions, policy documents, Standard Operating Procedures (SOP), and workforce communications to ensure compliance with federal regulations and agency standards.
Provide support to HR projects in the areas of Awards, Workers’ Compensation and Pathways and Student programs.
Assist in translating HR policies, directives, and requirements from OPM and the DOC into Agency-specific memoranda, guidance documents, and briefing materials.
Support the development and refinement of SOPs and internal HR guidance documentation.
Provide analytical and administrative support to the Senior Advisor and HR leadership on federal HR programs, including staffing, classification, performance management, and employee relations.
Review HR data, reports, and documentation for accuracy, completeness, and audit readiness, escalating issues as needed.
Support workforce planning and hiring initiatives by helping align HR processes and documentation with agency strategy.
Prepare executive-level presentations, reports, and briefing materials on HR initiatives and program performance.
Contribute to process improvement efforts by identifying inconsistencies, risks, and opportunities for enhanced compliance.
Participate in special HR projects, audits, and data calls by preparing and validating deliverables.
Coordinate with internal stakeholders to ensure alignment between HR operations, policy guidance, and organizational objectives.
Job Requirements
Minimum of six (6) years of experience supporting federal HR programs and initiatives.
Demonstrated expertise in federal HR policy, regulations, and OPM guidance.
Experience performing QA/QC, compliance reviews, or audit support within HR operations.
Strong experience translating HR requirements into written products (memos, SOPs, briefings).
Experience supporting workforce planning, hiring actions, and personnel processing.
Ability to provide expert-level advice, counseling, and program development recommendations.
Excellent written and verbal communication skills, including experience briefing senior executives.
Proficiency with federal HR systems such as National Finance Center (NFC), HRConnect, USA Staffing (USAS), or similar platforms.
Must be able to obtain and maintain the government-required security clearance.
