Position Summary: The Specialty Services Manager provides operational leadership and administrative oversight for Yakutat Community Health Centers specialty and ancillary clinical service lines. This position is responsible for ensuring the efficient coordination, delivery, quality, and continuous improvement of specialty healthcare services while supporting YCHCs mission to provide high-quality, culturally responsive, patient-centered care. The Specialty Services Manager oversees the administrative operations of Specialty Clinics, Dental Services, Behavioral Health Services, Wellness Services, and other assigned specialty programs. This position supervises program coordinators, develops and standardizes operational workflows, ensures regulatory compliance, supports grant and strategic initiatives, and works collaboratively with providers, department managers, and community partners to improve access to care for the Yakutat community. This position serves as a member of the YCHC Leadership Team and participates in organizational planning, quality improvement initiatives, and strategic development consistent with YCHCs mission, vision, values, and organizational goals.
Essential Functions: Leadership & Supervision
Provides direct supervision, coaching, mentoring, and performance management for assigned coordinators and administrative staff. Promotes a collaborative, respectful, and patient-centered work environment. Conducts employee evaluations, performance improvement planning, hiring, onboarding, scheduling, and staff development. Ensures adequate staffing coverage and operational continuity across assigned departments. Supports leadership development and succession planning within assigned programs.
Specialty Services Operations
Provides operational oversight for: Specialty Clinic Program Dental Administrative Services Behavioral Health Administrative Services Wellness Programs Additional specialty or ancillary services assigned by the Executive Health Director Responsibilities include: Program planning and implementation Operational workflow development Clinic scheduling and coordination Patient access initiatives Resource allocation Process improvement Department performance monitoring Program evaluation
Specialty Clinic Coordination
Oversees the administration and coordination of specialty clinics by: Coordinating visiting specialty providers and clinic schedules. Ensuring clinic readiness, equipment availability, and operational support. Collaborating with Purchased/Referred Care (PRC), Registration, Case Management, Medical Providers, and Finance to improve patient access and continuity of care. Monitoring specialty clinic utilization, productivity, and patient outcomes. Identifying opportunities to expand specialty services based on community needs and strategic priorities.
Department Operations
Develops standardized workflows and operational procedures across assigned departments. Ensures consistency in scheduling, patient flow, documentation, communication, and customer service. Collaborates with department leadership to improve operational efficiency. Supports implementation of new service lines and organizational initiatives. Assists with policy and procedure development consistent with HRSA, IHS, FTCA, and organizational standards.
Quality Improvement & Compliance
Participates in Quality Assurance and Performance Improvement (QAPI) activities. Monitors departmental performance indicators and quality metrics. Implements corrective action plans when necessary. Ensures compliance with Tribal, federal, state, and accreditation requirements. Supports Patient-Centered Medical Home (PCMH), FTCA Risk Management, HRSA program requirements, and other quality initiatives.
Financial & Grant Administration
Assists with departmental budget development and monitoring. Monitors departmental expenditures and operational efficiency. Supports grant implementation, reporting, and program performance. Assists with identifying funding opportunities to expand specialty and ancillary services. Works collaboratively with Finance to maximize reimbursement opportunities and ensure fiscal stewardship.

Participates in organizational strategic planning. Assists with implementation of organizational goals and Board priorities. Identifies opportunities to improve patient access and service delivery. Supports new program development and expansion of specialty healthcare services. Represents YCHC in meetings, partnerships, and collaborative initiatives as assigned. Other duties as assigned.

Work Environment/Physical Demands: The work involves moderate risks or discomforts that require special safety precautions, including exposure to contagious diseases. Employees may be required to use protective clothing, such as masks, gowns, coats, boots, goggles, gloves, or shields.

Supervisory and Management Responsibility:
Reports to the Executive Health Director. This position functions as a department head with overall responsibility for departmental operations, resource utilization, personnel administration, and achievement of organizational goals and objectives. The employee exercises significant independent judgment and receives limited direction, primarily on policy, service levels, and strategic objectives.
Minimum Qualifications:
Bachelor's degree in a related field, or equivalent combination of education and experience on a year-for-year basis. Plus, two (2) years of related experience, including at least one (1) year in a lead or supervisory role. Possession or ability to readily obtain a valid driver's license issued by the State of Alaska with a clean driving record. Must successfully pass a criminal history and background check. Must present vaccination documentation or submit to immunity testing for Tdap, hepatitis B, measles, varicella, and influenza within 3 months of hire.
Preferred Qualifications
Masters degree in Healthcare Administration, Public Health, Business Administration, Nursing, or related field. Experience working within Tribal Health, Indian Health Service (IHS), Federally Qualified Health Centers (FQHCs), or HRSA-funded organizations. Experience supervising multiple healthcare programs. Experience with healthcare quality improvement and regulatory compliance. Knowledge of grant administration and program development.
