Introduction
The Loudoun County Department of Transportation and Capital Infrastructure (DTCI) is seeking a Special Projects Program Manager who will perform advanced professional and highly visible work in support of the Department. Located within the Washington, D.C. metropolitan area, Loudoun County has been recognized as one of the fastest growing counties in the United States. Job Summary
The Special Projects Manager reports to the Assistant Director-Administration and Policy and facilitates department wide strategic initiatives; performs centralized Staff Action Control Officer (SACO) functions; coordinates the department's engagement with senior County leadership; and ensures governance, compliance, and timely delivery of all assigned actions.
The role serves as the primary coordinating POC for Board of Supervisors (BOS) items, enterprise level taskers, interdepartmental requests, Director level inquiries, and high priority operational needs. This position regularly engages with the DTCI Leadership, County Administration, the Board of Supervisors offices, and external partner agencies & departments. Responsibilities include developing and managing complex projects, facilitating decision making, evaluating administrative operations, and improving enterprise workflows.
This is a senior level, non supervisory professional position that requires exceptional judgment, political and organizational awareness, advanced communication skills, and the ability to influence outcomes and coordinate across multiple divisions and agencies.
Duties include, but are not limited to:
Staff Action Control Officer (SACO) Functions
Serves as DTCI's centralized control point for all taskers, Board items, enterprise actions, and interdepartmental assignments.
Oversees intake, logging, task assignment, tracking, follow up, and compliance enforcement for all Leadership actions.
Coordinates / manages / reports / escalates actions and initiatives related to;
Board of Supervisors Action Reports
Board meeting follow ups
County Administration requests
Department strategic initiative assignments
Interdepartmental inquiries and taskers
Maintains the official "source of truth" tracking system(s) and ensures data accuracy, document control, and audit readiness.
Reviews outgoing documents for completeness, formatting, policy compliance, and executive readiness.
Manages routing, signature workflows, and final submission processes across leadership levels.
Helps to Develop and maintain dashboards, overdue alerts, compliance reporting, and workload analytics for Department leadership.

We are seeking an individual with the following knowledge, skills, and abilities:
This position is eligible for partial teleworking in accordance with County and Department Policies.
Hiring salary is commensurate with experience.
Minimum Qualifications
Bachelor's degree in public administration, business administration, policy, project management, or related field; six (6) years of progressively responsible project and / or program management, workflow/process improvement, policy, operational development and execution experience; or equivalent combination of education and experience.
Preferred Qualifications:
Experience working in a government, regulated, or structured-process environment.
PMP, Lean, Six Sigma, or equivalent project/process improvement certification.
Experience supporting senior executives or elected official engagement.
Job Contingencies and Special Requirements

A valid driver's license is required.
Must be available to occasionally attend meetings outside normal business hours.
