The Two Rivers Public School District is seeking qualified applicants for the position of Special Education Director of Pupil Services. The position will begin August 2026.

Qualifications include:

  • Wisconsin Department of Public Instruction (DPI) Director of Special Education and Pupil Services Administrator License (80)

  • Master''s degree or higher in Special Education, Educational Leadership, or related field

  • Minimum of five years of successful experience in special education or pupil services

  • Demonstrated knowledge of IDEA, Section 504, ADA, Wisconsin Special Education Law, and related federal and state regulations

  • Strong leadership, organizational, communication, and interpersonal skills

  • Experience supervising and evaluating professional staff

  • Ability to analyze data and use continuous improvement practices

  • Knowledge of Multi-Level Systems of Support (MLSS), PBIS, and inclusive educational practices

  • Experience with Medicaid billing and Wisconsin Special Education categorical aid

  • Experience developing and managing district budgets

Supervises:

  • School Psychologists

  • Special Education Coordinators

  • Speech-Language Pathologists

  • Occupational and Physical Therapists

  • Special Education Teachers

  • Special Education Paraprofessionals

Essential Duties and Responsibilities

Leadership

  • Provide vision, leadership, and strategic direction for the district''s special education programs.

  • Promote inclusive practices that improve academic, behavioral, social-emotional, and postsecondary outcomes for students.

  • Develop district procedures consistent with Board policy and legal requirements.

  • Serve as a member of the district leadership and administrative teams.

  • Collaborate with principals to improve services for students with disabilities.

  • Facilitate district committees related to student services and compliance.

Program Administration

  • Direct and coordinate all special education programs from early childhood through age 21.

  • Oversee pupil services.

  • Monitor staffing needs and recommend personnel allocations.

  • Coordinate transition services and community partnerships.

  • Oversee Extended School Year (ESY) programming.

Compliance

  • Ensure district compliance with:

  • Individuals with Disabilities Education Act (IDEA)

  • Wisconsin Special Education Law

  • Section 504 of the Rehabilitation Act

  • Americans with Disabilities Act (ADA)

  • Family Educational Rights and Privacy Act (FERPA)

  • Wisconsin Department of Public Instruction requirements

  • Oversee procedural safeguards and due process requirements.

  • Monitor IEP compliance, evaluation timelines, and reevaluation requirements.

  • Coordinate state audits, compliance reviews, and corrective action plans.

  • Respond to complaints, mediation, and due process hearings.

Student Services

  • Support schools in developing effective interventions and specialized programming.

  • Assist teams with complex student situations.

  • Support behavioral programming and crisis response.

  • Collaborate with families to ensure meaningful participation in educational planning.

Personnel

  • Recruit, hire, mentor, supervise, and evaluate special education staff.

  • Develop professional learning aligned with district initiatives.

  • Support staff licensure and professional growth.

  • Foster collaboration among general education and special education staff.

  • Assist principals with staffing assignments and program implementation.

Financial Management

  • Develop and monitor departmental budgets.

  • Oversee IDEA grant expenditures and other state and federal funding.

  • Coordinate Medicaid reimbursement and categorical aid reporting.

  • Monitor contracted services and vendor agreements.

  • Ensure efficient use of district resources.

Collaboration and Communication

  • Maintain positive relationships with families, community agencies, Cooperative Educational Service Agencies (CESA), county agencies, and the Wisconsin Department of Public Instruction.

  • Collaborate with principals regarding staffing, student programming, and resource allocation.

  • Present reports and recommendations to the Superintendent and Board of Education.

Other Responsibilities

  • Maintain confidentiality of student and personnel information.

  • Attend required meetings, trainings, and professional development.

  • Perform other duties as assigned by the Superintendent.
