Job Summary
This position is located in the District of Columbia Government, Office of the Deputy Mayor for Planning and Economic Development (DMPED). The Office of the Deputy Mayor for Planning and Economic Development (DMPED) assists the mayor in the coordination, planning, supervision, and execution of economic development efforts in the District of Columbia with the goal of creating and preserving affordable housing, creating jobs, and increasing tax revenue. DMPED pursues policies and programs that create strong neighborhoods, expand and diversify the local economy, and provide residents with pathways to the middle class. The Real Estate Development Unit implements real estate development projects involving District -owned land in support of the district's goals of promoting stronger neighborhoods in all eight (8) Wards. This unit is engaged in the following four (4) activities:
Development and Disposition - manages a portfolio of real estate development projects.
New Communities Initiative - manages projects envisioned to revitalize severely distressed subsidized housing and redevelop neighborhoods into vibrant mixed income communities.
St. Elizabeth's East - manages a project designed to create well-planned, multi-use, mixed income, walkable, livable community on the St. Elizabeth's East Campus, including the Entertainment and Sports Arena.
Walter Reed Army Medical Center - provides administrative support to the Walter Reed Army Medical Center Local Redevelopment Authority; manages implementation of the reuse plan. Incumbent is responsible for analyzing and evaluating District investments, including underwriting project cash flows, assessing subsidy requests, performing market and demographic research, and tracking project financial performance. Duties and Responsibilities
Plans, develops and coordinates special assignments and projects. Studies, coordinates and recommends resolution of major short- and long-term management and operational problems, which have surfaced that are not systematic in nature. Oversees and coordinates management projects, ensuring that projects are carried out in a timely manner, and in accordance with established policies and procedures. Develops and/or facilitates improvement projects with objectives and tasks, establishes completion timelines, and monitors implementation.
Troubleshoots, investigates and provides recommendations on complex and politically sensitive issues and problems relative to organization services, activities, and initiatives. Advises the Executive Official on current activities and information that may affect the organization''s functions. Actively, participates in decision-making meetings concerning organization operations, goals and objectives to successfully accomplish its mission. Develops sources of information; identifies policy matters; coordinates and/or performs in-Incumbent serves as an expert in project management and is responsible for project underwriting and review, financial analysis, due diligence, and market and site analyses. Incumbent is responsible for performing a portfolio of complex real estate development, financial, and related projects.
Establishes and maintains positive, cohesive, and collaborative relationships with the real estate community, government officials, department executives and staff to further housing and commercial goals. Analyzes and evaluates District investments, including underwriting project cash flows, assessing subsidy requests, performing market and demographic research, and tracking project financial performance. Reviews information regarding market conditions, the economic feasibility of proposed projects, financial assistance needs and project implementation procedures, plans and timetable. Prepares project feasibility analysis and studies; and makes recommendations to the Real Estate Director for advancing projects. Incumbent evaluates the efficiency of a process to determine the need for change in procedures; and ensures compliance with set project standards and guidelines. Incumbent utilizes database management, project management and other management processes to keep track of activities. Manages assignments and directs job performance activities as they relate to the accomplishment of Agency's goals and objectives.
Qualifications and Education
Specialized Experience: This position requires one (1) year of specialized experience equivalent to the next lowest grade level in the District of Columbia government. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Tour of Duty: Monday - Friday 8:15 a.m.- 4:45 p.m.

Duration of Appointment: Career Service (CS) - Term Appointment not to exceed (NTE) 13 months. Employees serving under a Term Appointment do not acquire permanent status. Continued employment in this position is contingent upon the availability of funding.

Collective Bargaining Unit: This position is not in a collective bargaining unit.
Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
