Duties Description Duties include, but are not limited to, the following:
- Overseeing the review, analysis, and administration of wholesale price posting submissions and related compliance requirements.
- Interpreting and applying provisions of the Alcoholic Beverage Control Law, agency rules and regulations, legal precedent, and advisory guidance related to wholesale operations and trade practices.
- Providing legal analysis, guidance, and recommendations to executive leadership and agency staff regarding wholesale licensing, compliance, enforcement, and operational matters.
- Conducting legal research and preparing written analyses, memoranda, determinations, and other work products related to regulatory and policy issues impacting the wholesale industry.
- Assisting in the handling of administrative and legal matters, including disciplinary proceedings, hearing preparation, drafting recommendations, and coordinating with counsel on litigation-related matters as necessary.
- Supporting the development, interpretation, and implementation of agency policy, procedures, and operational initiatives impacting wholesale regulation and enforcement.
- Collaborating with Counsel's Office, Enforcement, Licensing, and executive staff on complex legal, regulatory, and compliance issues.
- Reviewing proposed legislation, regulatory amendments, and policy initiatives affecting wholesale operations and assisting in the development of recommendations and legislative analyses.
- Drafting and reviewing guidance documents, procedures, training materials, and other communications related to wholesale regulatory functions and agency operations.
- Supervising professional and support staff, including assigning work, reviewing work products, monitoring workflow, and ensuring consistency and quality of operations.
- Representing the Authority in meetings, conferences, hearings, and discussions with licensees, attorneys, governmental entities, industry representatives, and other stakeholders.
- Preparing reports, legal analyses, policy recommendations, and briefing materials for executive leadership.
- Performing other duties as assigned.
Minimum Qualifications A bachelor's degree and seven years of relevant experience.*
- Substitutions: four years of specialized experience or associate's degree and two years of specialized experience may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.
Preferred Qualifications
- Admission to the New York State Bar and substantial experience practicing law, preferably in administrative, regulatory, governmental, or alcoholic beverage law.
- Demonstrated experience interpreting statutes, regulations, legal opinions, and complex policy matters.
- Experience providing legal analysis and guidance in a governmental, regulatory, or enforcement environment.
- Experience developing or implementing regulatory policy and operational procedures.
- Strong leadership, communication, analytical, and organizational skills.
- Experience supervising professional staff and managing complex projects or operations.
- Familiarity with wholesale alcoholic beverage operations, trade practices, and/or price posting requirements is strongly preferred.
- Ability to exercise sound legal and operational judgment and work collaboratively with executive leadership, counsel, and operational staff in a fast-paced regulatory environment.
NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
Additional Comments • Travel may be required (approximately 5%), including during evening and weekends, depending on mission and assignment.
- Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required or otherwise demonstrate the capacity to meet the transportation needs of the job.
