Duties Description Under the direction of the Associate Commissioner for Programming and Resource Management (PRM), the Director provides daily operational leadership and management of the PRM unit within the Division of Real Estate (DRE).

• Assists in overseeing the operations of the PRM Contract Administration and Purchasing Support (CAPS) unit. Provides expertise on procurement strategy, policies, procedures, contracting, and related program activities, in accordance with the needs of DRE. Works to resolve complex procurements and contract execution, development, and/or amendment issues. Provides reporting and updates to senior leadership and mid-level managers.

• Serves as co-steward for PRM for DRE systems, technology, and data, internal controls, and supporting the Associate Commissioner in managing operational efficiency, communications, and digital transformations across DRE.

• Supports the Associate Commissioner in the development of program metrics for the analysis and forecasting of spending, including historical patterns for projected payouts in construction, personnel services, equipment, preventive maintenance, and other contractual services.

• Plans for the recruitment, training, development, and succession planning of all PRM staff as directed by the Associate Commissioner.

• Recommends data and organizational software solutions and provides direction on additional fact-gathering and research for alternative proposals.

• Leads business process improvement efforts as identified.

• Monitoring and tracking the execution of key initiatives and projects.

• Overseeing and performing analysis of operations and programs, including benchmarking against similar large operations, creating clear standards for performance, preparing reports for executive review, and making operational adjustments to adjust to changes and trends.

• Evaluating and assessing the strengths and deficiencies of Programming and Resource Management's workforce, recommending adjustments where appropriate. In partnership with unit PALs (Program Administrative Liaisons), acts as a key player in the identification and implementation of succession strategies to address workforce gaps.

• Other duties as assigned.

Leadership and Management

• Provide leadership to a diverse team of managers and staff across PRM, fostering a collaborative, customer-focused, and high-performance culture.

• Assist in managing and overseeing operations across the unit, including setting and communicating strategic direction, establishing service level targets and benchmarks, and setting annual performance goals.

• Contribute in setting clear performance expectations, conducting regular evaluations, and provide constructive feedback to ensure team effectiveness and accountability.

• Lead and mentor subordinate managers and team members, offering guidance and professional development opportunities to enhance their skills and career growth.

• Support the Associate Commissioner in the annual planning for each of the teams and their annual budget and spending plan.

• Making management decisions on behalf of Programming and Resource Management in the absence of the Associate Commissioner.

• Advising the Associate Commissioner on matters related to contracts, procurement, data, technology, and internal controls, and making recommendations to optimize performance.

• Formulating policies and procedures necessary to effectively administer DRE's operations. This includes the development and management of customer/stakeholder relationships, implementing work performance enhancements, instituting efficient operational practices, and ensuring compliance with applicable rules and regulations.

Bureau Operations

Lead and drive high-level performance for each of Programming and Resource Management's operational teams, including:

• CAPS and Program Billing. Provide direction and management oversite of procurement processes such as Requests for Quotations (RFQs) and Purchase Orders (POs) for the entire division, processing invoices, and developing contracts. Coordinate and lead meetings with vendors to address billing issues and collaborate with the Agency Procurement Office (APO) and Procurement Services Group (PSG) to create, troubleshoot, and facilitate contract extensions.

• System Administration. Assist the Associate Commissioner in identifying and managing process and system development, performing system administration, providing data and reporting, and representing DRE in communications with ITS. Coordinate with DRE units to address challenges and improve operational efficiencies to align with the OGS strategic plan. Provide oversight as directed on system upgrades and operation, data integrity, and user access across the systems and software used by the DRE, including AiM, SFS, AMS, and Tableau Server. Coordinate standardization and accessibility of data for all DRE end users through the process and system improvements. Collaborate with DRE programs to develop workflow mapping processes and workflow tracking systems, with the goal of establishing new baseline metrics for reporting to leadership in alignment with OGS and DRE strategic objectives. Serve, when directed, as the liaison for DRE with ITS on technological needs and issues related to employee onboarding, offboarding, troubleshooting, upgrades, and enhancements for IT equipment, systems, software, or IT infrastructure.

• Product and Process Support. Oversee ongoing internal controls support for DRE, provide guidance and risk mitigation assistance to the various programs within DRE. Direct reoccurring monthly reviews to analyze, summarize and distribute data from various systems used by Security ID and Parking Management for internal controls, monitoring and decision-making purposes. Manage and ensure annual OGS Annual Internal Control Review is submitted to the Division of Budget timely and conduct annual SFS access review. Manage and implement corrective actions, and/or escalate risks or challenges requiring immediate attention. Serve as a collaborative bridge between leadership and frontline employees, translating complex procedures into clear accessible tools that support daily operations and strategic goals. Coordinate with DRE programs to determine areas where knowledge can improve, make workflows more efficient, and create quality content that adapt to changing needs. Oversee the development of simple, practical resources for staff to gain familiarity with new systems.

NOTE: This position is temporary pending final approval from the Civil Service Commission. Any potential appointment will serve at the pleasure of the appointing authority and the employment relationship can be altered at any time by either party.

SHIFT: Monday - Friday, 9AM - 5PM with additional availability based on operational need.

Minimum Qualifications

Ten years* of progressive experience, including three years of supervision or one year of management experience, leading or managing an organization with responsibility over managing contracts, procurement of services or goods for the organization, technology vendors, policy and/or program development, digital transformation, finance or accounting, and supervisory experience of daily operations.

*Substitutions: • Bachelor's degree may substitute for 4 years of required experience. • Master's, Ph.D. or J.D degree may substitute for 6 years of required experience.

Preferred Qualifications: • Critical thinking and crisp verbal and written communication skills. • A minimum of three (3) years of procurement or contract experience. • Demonstrated experience in the transformation of a large, diverse organization comprised of a wide range of staff, from entry-level to experienced professionals. • Knowledge of data systems, agency transformation and process reengineering • Well-organized, mission-focused leader who exhibits a commitment to integrity and results-based performance in their body of work. • Proficient working in a rapidly changing, fast-paced environment; leading and proactively managing work streams. • Experience working with NYS control agencies
