This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) & eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants ineligible to apply.

The Social Worker in Mental Health selected for this position will need to have experience that demonstrates possession of advanced practice skills and judgment, especially in crisis intervention and working with an interdisciplinary team. They will be using short-term, solution focused counseling with individuals and families who may be in crisis as well as providing education and referral for resources and benefits, case management, and post-intervention follow-up.

• Independently assesses the psychosocial functioning and needs of patients and their family members.
• Formulates and implements a treatment plan, identifying the patients problems, strengths, weaknesses, coping skills, and assistance needed, in collaboration with the patient, family, and interdisciplinary treatment team.
• Independently provides a full range of assessment and evaluation services appropriate to the care setting.
• Works with medical center staff on a wide variety of patient care issues to include patients decision-making capacity regarding health care;
• Develops treatment plans to address the needs of patients.
• Creates plans of action ensuring assessment and crisis intervention services are maximized based on circumstances and availability of resources.
• Conducts crisis intervention strategies, including assessment and diagnosis.
• Facilitates communication with family members and loved ones identified by Veteran to assist in Veterans treatment and discharge plan while inpatient on acute care.
• Requiring basic knowledge of human development and behavior (physical and psychological), and the differential influences of the environment, society, and culture. Additionally, has basic knowledge of medical and mental health diagnoses, disabilities, and treatment procedures to include acute, chronic, and traumatic illnesses/injuries; common medications and their effects/side effects; and basic medical terminology for the purpose of ensuring a comprehensive assessment of biopsychosocial barriers to health and well-being.
• Conducting psychosocial assessments to evaluate the needs of patients and their family members to formulate and implement a treatment plan, identifying the patients problems, strengths, weaknesses, coping skills, and assistance needed.
• Evaluating outcomes of interventions for a wide variety of individuals from various socioeconomic, cultural, ethnic, educational, and other diversified backgrounds.
• Working with patients and families/caregivers who are experiencing emotional, medical, social, and behavioral/mental health problems utilizing individual, group, and family psychotherapy skills appropriate to level of licensure.
• Facilitating referrals based upon the Veterans needs and eligibility.
• Serving as liaison to community agencies and networks with agency representatives.
• Understanding the complexities of the medical system, recognizing and understanding the intimidation of bureaucracy, and acting as an advocate when needed to serve the best interest of the Veteran and family members/caregiver.
• Remaining up to date on the community social service programs available to ensure the Veteran is receiving education and information about, and referrals to current, viable resources to best meet their needs.
• Completing crisis assessments, developing and executing crisis management plans in a timely, effective and efficient manner. Effectively negotiating crisis situations, utilizing supportive, problem solving, and/or crisis intervention techniques.
• Collaborating in the performance improvement processes and complying with performance measures as required by the VA for their specific population and/or program.
• Establishing and maintaining positive, professional working relationships with internal and external stakeholders and communicating effectively, both orally and in writing, with people from varied backgrounds.

Work Schedule: Monday - Friday, 8:00 am - 4:00 pm(Note: Work schedules are determined and approved by the supervisor. The incumbent may be required to work various shifts on a permanent or temporary basis based on facility/patient care needs).

Qualifications

Basic Requirements:

• United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
• English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
• Masters degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the masters degree in Social Work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
• Licensed or certified by a state to independently practice social work at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: In addition to the basic requirements stated above, the following qualification criteria must be met for each grade. The candidates qualifications must clearly demonstrate the level of competence required for the grade.

• Experience: Appointment to the GS-11 grade level requires completion of a minimum of one year of post-MSW experience equivalent to the GS-9 grade level in the field of health care or other social work-related settings, (VA or non-VA experience) and licensure or certification in a state at the independent practice level Education. In addition to meeting basic requirements, a doctoral degree in social work from a school of social work may be substituted for the required one year of professional social work experience in a clinical setting.
• Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:
• Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services.
• Skill in independently conducting psychosocial assessments and treatment interventions to a wide variety of individuals from various socio-economic, educational, and other backgrounds.
• Knowledge of medical and mental health diagnoses, disabilities and treatment procedures (i.e. acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology) to formulate a treatment plan.
• Skill in independently implementing different treatment modalities in working with individuals, families, and groups who are experiencing a variety of psychiatric, medical, and social problems to achieve treatment goals
• Ability to provide consultation services to new social workers, social work graduate students, and other staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment.

Full Performance Level Assignments: Social workers at this level are licensed or certified to independently practice social work. Are assigned to all program areas, including but not limited to: inpatient or outpatient medicine, surgery, mental health, neurology, rehabilitation medicine, and geriatrics. Employees provide professional, independent social work services in the assigned area. Duties include but are not limited to: assessing and documenting identified behaviors or symptoms of abuse, neglect, exploitation and/or intimate partner violence.

Preferred Experience: Experience with evidence-based psychotherapy preferred.

The North Florida/South Georgia Veterans Health System consists of two medical centers, three large multi-specialty outpatient clinics and eight small community-based primary care outpatient clinics. The Malcom Randall VA Medical Center in Gainesville is a tertiary care facility, identified as the most complex VA health care system, that is also an active teaching hospital, with an extensive array of specialty services. It combines a full range of patient care services with state-of-the-art technology that is enhanced and supported through education and research.

We have a strong and meaningful affiliation with the University of Florida College of Medicine and are connected both physically and functionally to the University. We train over 2,000 residents, interns, and students each year. Other affiliations are in place with Florida State University, Valdosta State University, Santa Fe Community College, and Lake City Community College. Through sharing agreements, there is collaboration in the areas of radiation therapy, professional radiology services, sleep lab, electron microscopy, and cardiac catheterization.
