Job Details

The Site Safety & Health Officer (SSHO) will be responsible for implementing and administering the project's safety program in accordance with EM 385-1-1, OSHA regulations, and project-specific requirements. The SSHO will work closely with project management, field personnel, subcontractors, and government representatives to ensure a safe and compliant work environment.

Responsibilities
Implement and enforce project safety policies and procedures
Maintain compliance with EM 385-1-1 and OSHA regulations
Conduct daily site safety inspections and audits
Lead safety meetings, orientations, and toolbox talks
Prepare, review, and manage Activity Hazard Analyses (AHAs)
Assist with Accident Prevention Plan (APP) implementation
Investigate incidents, near misses, and corrective actions
Maintain project safety documentation and reporting
Coordinate with subcontractors regarding safety compliance
Serve as primary safety liaison with USACE representatives

Requirements
5+ years of federal construction SSHO experience
EM 385-1-1 40-Hour Certification
OSHA 30 Certification
Experience supporting USACE, DoD, NAVFAC, AFCEC, or other federal projects
Experience managing AHAs, APPs, safety audits, and incident investigations
Strong communication and leadership skills
Ability to work full-time on-site in El Paso, TX

Preferred Qualifications
USACE Construction Quality Management (CQM) Certification
RMS/QCS experience
Experience on civil, utility, pump station, water/wastewater, or heavy infrastructure projects
Bilingual English/Spanish
