Job Title: Site Safety and Health Officer (Federal & Military Construction)
Job Description
This role serves as the lead safety professional on federal and military construction projects, with responsibility for developing, implementing, and managing comprehensive safety programs in alignment with EM 385 and OSHA requirements. The position focuses on building and maintaining a proactive safety culture, ensuring full compliance with federal, military, and project-specific safety standards, and supporting field teams with practical, hands-on safety leadership across multiple project locations.
Responsibilities
- Serve as the lead site safety and health officer on federal and military construction projects, acting as the primary safety resource for the project team.
- Develop, implement, and manage project-specific safety programs in accordance with EM 385 and OSHA requirements.
- Create, update, and maintain Activity Hazard Analyses (AHAs), Accident Prevention Plans (APPs), Site Safety Plans, Fall Protection Plans, and other required safety documentation.
- Conduct daily safety inspections and audits of construction activities, equipment, and work areas to identify and correct unsafe conditions and behaviors.
- Lead and facilitate safety meetings, including daily or weekly toolbox talks and other site safety training sessions for project personnel and subcontractors.
- Monitor and enforce subcontractor and project team compliance with all safety requirements, policies, and procedures.
- Investigate incidents, near-misses, and unsafe conditions, identify root causes, and implement corrective and preventive actions.
- Maintain accurate and complete project safety records, logs, reports, and documentation in accordance with project and regulatory requirements.
- Coordinate directly with Project Managers, Superintendents, subcontractors, and Government personnel to align safety expectations and ensure consistent compliance.
- Promote a proactive, safety-first culture on site by engaging field personnel, reinforcing safe work practices, and encouraging hazard recognition and reporting.
- Ensure that all safety plans and documentation remain current and reflect ongoing changes in scope, methods, and project conditions.
- Support pre-task planning efforts by reviewing work plans, AHAs, and other documentation to ensure that hazards are identified and controls are in place before work begins.
Essential Skills
- 2-5 years of construction safety experience preferred, ideally with direct responsibility for site safety management.
- Demonstrated experience in site safety management on construction projects, including daily field presence and oversight.
- Hands-on experience developing and managing safety documentation such as Activity Hazard Analyses (AHAs), Accident Prevention Plans (APPs), and Site Safety Plans.
- EM 385 and OSHA compliance experience, including practical application on active construction sites.
- Experience supporting NAVFAC, USACE, DoD, or other federal construction projects highly preferred.
- Experience working with EM 385 requirements strongly preferred.
- Military construction experience highly preferred.
- Strong written communication and report-writing skills, with the ability to independently write AHAs, APPs, Fall Protection Plans, and Site Safety Plans.
- Ability to collaborate effectively with Project Managers, Superintendents, subcontractors, and Government personnel.
- Ability to identify safety risks in the field and implement effective corrective actions.
Additional Skills & Qualifications
- Bachelor's degree in Occupational Safety, Environmental Health & Safety, Construction Management, Engineering, or a related field preferred.
- A relevant degree may offset some years of experience for candidates with strong certifications and demonstrated technical capability.
- Experience with NAVFAC, USACE, DoD, and other federal contracting environments is highly desirable.
- Veteran, Seabee, or Army Corps/Combat Engineer background considered a plus.
- Professional safety certifications such as CHST, STS, CSP, Hazwoper, Fall Protection, and Competent Person certifications are highly preferred.
- Experience working on multiple project locations and adapting to varying site conditions and requirements.
- Comfort working in a fast-paced, schedule-driven construction environment with early start times.
- Ability to travel to various project sites as needed, including extended stays for out-of-area projects.
Work Environment
This position is field-based on federal and military construction sites and follows project-driven schedules that typically align with either a 4/10 schedule (four 10-hour days) or a 5/8 schedule (five 8-hour days). Typical workdays begin early, generally between 5:30 a.m. and 7:00 a.m., depending on project requirements and site access. Most initial projects are located throughout Southern California, with local assignments commonly in San Diego County, including installations such as Camp Pendleton and Miramar. These local projects generally do not include per diem or mileage reimbursement. For projects outside San Diego County, employees may be eligible for per diem in accordance with applicable project requirements and GSA guidelines. Potential project locations may include China Lake, 29 Palms, Yuma, El Centro, Los Angeles, Travis AFB, and other military installations. The role may suit professionals based outside California, particularly those experienced in federal construction who regularly travel from project to project. Pay and Benefits
The pay range for this position is $45.00 - $55.00/hr.
